Provincial People's Council committees review draft resolutions submitted at the second thematic session

On the afternoon of August 23, the Economic-Budget and Legal Committees of the Tuyen Quang Provincial People's Council held a meeting to review the Draft Resolutions submitted to the 2nd Special Session of the 19th Provincial People's Council. Attending the meeting were comrades: Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Tran Manh Loi, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Pham Thi Minh Xuan, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Le Thi Thanh Tra, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; leaders of a number of departments, branches and sectors of the province.

At the meeting, the Economic - Budget Committee, the Legal Committee, and the Provincial People's Council reviewed 6 draft resolutions submitted to the 2nd thematic session of the 19th Provincial People's Council, term 2021-2026. The draft resolutions include: Regulations on travel and accommodation support policies for officials, civil servants, public employees and employees of agencies and organizations in administrative units who are assigned to work at administrative centers of provincial and commune-level administrative units in Tuyen Quang province; Detailed regulations on Clause 3, Article 9 of Decree No. 9/2025/ND-CP dated January 10, 2025 of the Government on policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests in Tuyen Quang province; Regulations on the authority to decide on approving tasks and budget estimates for purchasing, repairing, renovating and upgrading assets and equipment; Repair, renovate, upgrade, expand, and construct new construction items in invested and constructed projects; rent goods and services from agencies, organizations, and units using regular state budget expenditures under the management of Tuyen Quang province; Draft on the application of legal resolutions of the People's Councils of Tuyen Quang province and Ha Giang province before the merger in Tuyen Quang province; Abolish legal resolutions of the People's Councils of Tuyen Quang province and Ha Giang province before the merger; Regulate the spending regime to ensure the operation of People's Councils at all levels in Tuyen Quang province.

At the meeting, the majority of delegates agreed that the draft resolutions ensure legal basis, feasibility, and suitability to local realities. The issuance of the resolution is necessary, within authority, and timely replaces expired documents, creating a clear legal corridor for agencies and units in managing and using regular state budget expenditures, in line with the two-level government model after the merger.

Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan spoke at the meeting.

Delegates emphasized that the adopted resolution will contribute to solving urgent problems, removing difficulties, mobilizing resources to promote socio-economic development. At the same time, it will reduce pressure on officials, civil servants, public employees, and workers affected by administrative unit rearrangement; promptly support people and businesses affected by natural disasters and epidemics, and soon stabilize their lives and restore production.

The leaders of the Economic-Budget Committee and the Legal Committee of the Provincial People's Council requested the departments, branches, and advisory agencies of the Provincial People's Committee to absorb the comments and promptly edit and supplement them to be submitted at the second thematic session of the 19th Provincial People's Council.
