10 task groups to promote Ninh Thuan nuclear power progress

Resolution No. 249 dated August 22 of the Government promulgating the Plan to implement Resolution No. 189 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project.

Accordingly, the resolution sets out 10 specific tasks for ministries, branches and localities to implement the project of building Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.

Including the Ministry of Industry and Trade submitting the Prime Minister's directive in April 2025 on assigning investors to implement the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects.

Sign international treaties with implementing partners

Sign international treaties with partner countries to implement the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects. In particular, submit to the Prime Minister for promulgation a directive document on agreeing to the policy of negotiating international treaties with partners as a basis for implementing negotiations on agreements on implementing the Ninh Thuan 1 nuclear power project in May 2025; strive to complete the Ninh Thuan 2 nuclear power project in September 2025.

Organize negotiations to complete processes and procedures and conduct and sign international treaties with partners on investment cooperation in the construction of two projects; strive to complete in September 2025 for Ninh Thuan 1 Project and December 2025 for Ninh Thuan 2 Project.

The Ministry of Finance will preside over negotiations to complete processes and procedures and sign international treaties with partners on credit provision, with two completion milestones for the two projects being September 2025 and March 2026.

Regarding the completion of nuclear power infrastructure according to the guidance of the International Atomic Energy Agency (IAEA), the Ministry of Science and Technology is assigned to preside over and coordinate with the IAEA's Integrated Nuclear Infrastructure Review (INIR) mission to complete the infrastructure assessment report in 2025.

At the same time, take the lead in coordinating with relevant ministries and branches to develop and submit for promulgation a master plan for the development of nuclear power infrastructure; study participation in necessary multilateral international treaties in the field of atomic energy. The goal is to complete in 2026.

In addition, the Ministry of Science and Technology is also assigned to preside over the review and amendment of decrees and circulars related to the Law on Atomic Energy on nuclear power plants and must complete it by 2025.

Establish an interdisciplinary working group to monitor implementation

Regarding project implementation, EVN and PVN will submit a dossier requesting approval of adjustments to the project investment policy for consideration and approval by competent authorities; striving to complete it during the National Assembly session in October and November 2025 (for Ninh Thuan 1 Project) and no later than May 2026 for Ninh Thuan 2 Project.

After that, the State Appraisal Council (chaired by the Ministry of Finance) will appraise and submit to the Prime Minister for approval the investment project and location approval dossier in 2026. Relevant ministries, branches and agencies will appraise and approve the documents; carry out construction and put the project into operation according to the approved feasibility study.

The plan also assigned the People's Committee of Khanh Hoa province to make efforts and quickly implement the resettlement and site clearance work.

The Ministry of Science and Technology participates in implementing the Project on propaganda of policies and tasks for nuclear power development. This task will be implemented as required during the project implementation.

Regarding human resource training, the Ministry of Education and Training is assigned to preside over the development and submission to the Prime Minister for approval of the Nuclear Power Human Resource Training Project, which will then be implemented immediately.

During the investment and construction process of the project, EVN, PVN and relevant agencies are responsible for managing the use of capital and resources to ensure savings, efficiency, prevent corruption, waste, negativity, ensure national defense, security, social order and safety, radiation safety and environment.

According to the plan, an interdisciplinary working group consisting of representatives from ministries and agencies (Defense, Public Security, Finance, Government Inspectorate, State Audit, etc.) will be established in 2026. This working group is responsible for supervising the implementation of measures to prevent and combat corruption, waste, and negativity during the implementation of projects.
