According to quick data compiled by the State Treasury ( Ministry of Finance ), by 1:30 p.m. on August 31, 1,929 communes out of a total of 3,321 communes had received funds and organized gift giving to citizens, accounting for 58.08%.
The amount paid is 5,687.1 billion VND, accounting for 53.15% of the total estimated budget of 10,700.3 billion VND.
According to the report, 11/34 provinces and cities have completed the withdrawal of funds and given gifts to citizens with a payment rate of over 92% of communes and gift funds.
In particular, Bac Ninh , Hung Yen, and Quang Tri have completed transferring funds to 100% of communes and donated 100% of the funds. Some other localities have basically completed their tasks: Da Nang (91/94 communes); Ha Tinh (65/69 communes); Lai Chau (37/38 communes); Lang Son (60/65 communes); Lao Cai (96/99 communes); Nghe An (127/130 communes); Quang Ninh (51/54 communes); Thanh Hoa (163/166 communes).

Localities and units, including the State Treasury, have been making efforts, focusing resources, urgently completing assigned tasks, ensuring gifts are delivered to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
To ensure that National Day gifts are delivered to people before September 2, the Director of the State Treasury has requested that all units in the system arrange for all civil servants (including leaders and specialists) to work throughout the National Day holiday from August 30 to September 2. Payments must be made smoothly, to the right recipients, in the right regime, and on time.
The Director of the State Treasury also requested that the subordinate State Treasury units arrange a standing unit, ready to support localities in handling situations arising during the implementation process, and at the same time promptly receive and resolve difficulties and problems from the State Treasury of the regions through the announced support focal points.
Directors of State Treasuries in the regions are required to urgently and seriously organize and implement, ensuring that social security policies and major policies of the Party and State reach the people in a timely, transparent and effective manner, contributing to spreading the profound humanitarian spirit during the nation's important holiday.
The task of giving gifts is being urgently organized and implemented by localities and units in accordance with the direction of the Prime Minister.
After the Politburo agreed to the policy of giving gifts to all Vietnamese citizens, each with 100,000 VND on the occasion of National Day, the Ministry of Finance said that it had transferred the full amount of funds to localities to implement according to regulations. The funding source for implementation is arranged in the central budget expenditure estimate for 2025.
It is expected that Ho Chi Minh City and Hanoi will be the two localities with the largest budget, over VND989 billion and VND850 billion respectively. Other localities such as An Giang, Can Tho, Dong Thap, Hai Phong, Nghe An, Thanh Hoa... will have a budget of over VND400 billion.
According to regulations, localities that do not use up all of the funds must return them to the Central Government. If there is a shortage, they will temporarily advance the local budget or other legal sources and report to the Ministry of Finance for supplementation.
People can receive gifts in two ways.
The first is to transfer money through the social security account integrated on the VneID electronic identification application.
In case citizens have not integrated their social security accounts on the VneID electronic identification application or do not have a bank account, the way to receive is to receive directly in cash at the payment point organized by the locality.
