What to do if you can't receive the 100,000 VND gift before September 2?

(Dan Tri) - If people cannot receive the 100,000 VND gift before September 2, they can still receive it later, provided they comply with the procedure and present valid documents or legal authorization if receiving on behalf of others.

After the Politburo agreed to the policy of giving gifts to all Vietnamese citizens, each with 100,000 VND on the occasion of National Day, the Ministry of Finance said that it had transferred the full amount of funds to localities to implement according to regulations. The funding source for implementation is arranged in the central budget expenditure estimate for 2025.

It is expected that Ho Chi Minh City and Hanoi will be the two localities with the largest budget, over VND989 billion and VND850 billion respectively. Other localities such as An Giang, Can Tho, Dong Thap, Hai Phong, Nghe An, Thanh Hoa... will have a budget of over VND400 billion.

According to regulations, localities that do not use up all of the funds must return them to the Central Government. If there is a shortage, they will temporarily advance the local budget or other legal sources and report to the Ministry of Finance for supplementation.

The Ministry of Finance said that people will start receiving gifts of 100,000 VND from August 30. The delivery of gifts to people will be completed before September 2. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15.

People can receive gifts in two ways.

The first is to transfer money through the social security account integrated on the VneID electronic identification application.

According to a survey by Dan Tri reporters, as of August 31, 28 banks and wallets have linked with VNeID to receive subsidies from social policies.

In case citizens have not integrated their social security accounts on the VneID electronic identification application or do not have a bank account, the way to receive is to receive directly in cash at the payment point organized by the locality.

The Commune People's Committee decides on the gift-giving location in accordance with actual conditions, prioritizing locations convenient for citizens. People come to the gift-giving location organized by the Commune People's Committee at their permanent residence, temporary residence, or current residence to receive gifts.

According to the instructions, when receiving gifts, citizens must present their citizen identification cards or legal documents as prescribed by law.

In case of receiving on behalf of a minor, the citizen must have a valid power of attorney or a birth certificate if receiving on behalf of a minor.

According to Resolution 263 dated August 29, the cash gift applies to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, reside in Vietnam and have a personal identification number in the National Population Database as of August 30.

This is a social security payment, disbursed by the State Treasury through commercial banks. During the National Day holiday, the State Treasury (Ministry of Finance) will continue to work and carry out operations with commercial banks to ensure that gifts are delivered to people on time.
