Paying gifts of 100,000 VND to people from August 31 to September 1

The decision clearly states that the targeted supplement from the central budget expenditure estimate for 2025 has been decided by the National Assembly but has not yet been allocated in detail to 34 provinces and cities to implement the policy of giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, with a total additional budget of more than 10,700 billion VND.

The Government also issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The Resolution clearly states that 100,000 VND/person, in cash, will be given to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been granted an identity card and are residing in Vietnam and have been collected, updated, and given a personal identification number in the National Population Database, established by the end of August 30, 2025.

The form of gift giving is a one-time gift giving per household with the amount of money for each household determined for each person in the household according to national population data; the head of the household (or a family member legally authorized by the head of the household) receives the gift on behalf of each person listed and is responsible for delivering the gift to the members of the household. In case the citizen does not have a permanent residence, the gift is given directly to each citizen or to the person authorized by the citizen.

Gift giving is done through social security accounts on the Electronic Identification Application - VNeID (in case of an integrated account); or directly in cash (in case of no account) at payment points organized by the locality, ensuring timeliness, safety and efficiency.

Payment period is from August 31 to September 1; in case of objective reasons, gifts can be received after this period, but no later than September 15.

The Government assigned the Ministry of Public Security to extract the list of citizens in the National Population Database at 24:00 on August 30, detailed by province, city and commune as a basis for gift giving; to propagate and guide people to integrate social security accounts and open bank accounts on VNeID; to direct the Public Security agencies to coordinate with the People's Committees at all levels in localities, especially the People's Committees at the commune level, to give gifts to people in a timely manner, ensuring the right recipients, safety and no duplication; to coordinate with the Ministry of Finance to issue documents guiding provinces and cities to give gifts to people.
