Nghe An strives for sustainable development of population quality

In 2025, many new regulations, policies and contexts will impact population work. Therefore, in order to avoid interruptions and ensure consistency and continuity in activities, Nghe An Health Department has issued timely instructions, in which, taking the sustainable development of the people as the focus for action goals.

Adapting to new situations

Since implementing the two-level local government, population work in Nam Dan commune has changed a lot and expanded its area three times compared to before.

To ensure that activities are maintained regularly, population officials of 3 communes of the former Nam Dan district (including Nghia Thai, Nam Hung and Nam Thanh) have proactively grasped the actual situation at the grassroots level, assigned tasks and coordinated the implementation of activities.

Thanks to that, from the beginning of July until now, population work in Nam Dan commune has been maintained regularly from reporting data, collecting information and recording monitoring books, taking care of reproductive health, mobilizing people to implement population policies; how to collect information and record monitoring books... In mid-August, the Department of Health also coordinated with Nam Dan Medical Center and Nam Dan Commune People's Committee to organize a communication conference to improve population quality with the participation of more than 200 members of the Women's Union, Farmers' Association, and Youth Union in the whole commune.

In Anh Son commune, after implementing a two-level local government, population work has shifted to a multi-sectoral model and expanded its scope of activities. For example, prostitution prevention and control is directly integrated with social security programs, drug prevention and control, and HIV/AIDS.

During the implementation process, the commune's cultural and social department has closely coordinated with relevant units to ensure that the most vulnerable groups have access to health services and support for community reintegration. The Anh Son commune government also identified that solving social problems at the root to comprehensively improve human quality is the essence of population and development.

Comprehensive development of population work

When historical regulations on population policy such as: Each couple can only have 1 to 2 children are removed and the social context is constantly changing, Nghe An does not choose the safe path. Instead, the health sector is gradually changing the mindset of simply controlling population size to create a future where the quality of life and sustainable development of the people are given the highest priority.

Previously, due to the characteristics of Nghe An province, which has a large area, a large population and uneven population quality. For many decades, population work has been associated with the slogan of Family Planning. However, since 2025, the amendment of the Population Ordinance and the birth of strategic directives such as Decision 1745/QD-TTg have officially put an end to the era of focusing only on quantity, and initiated a new era - the era of Population and Development.

From this reality, in the coming time, Nghe An determines the key task of population work in the new situation, which is to focus on shifting the focus from Population - Family Planning to Population and Development, helping to comprehensively solve the issues of population size, structure, distribution and quality in order to build sustainable human resources, towards a healthy and equal society.

For effective implementation, the sector continues to carry out integrated consultation and communication activities to provide reproductive health care/family planning services and improve population quality by 2025.

From there, it aims to raise awareness, change behavior and move towards the active participation of Party committees at all levels, authorities, the Vietnam Fatherland Front Committee and political, social and community organizations in solving population issues.

Speaking more about this, Mr. Nguyen Van Nam - Deputy Director of Nghe An Department of Health said: "This is not simply a change in policy, but a revolution in thinking. The health sector also identified this as the moment to reposition the role of population work in the new situation. For population policy to be put into practice and effective, population work needs to be closely integrated with sustainable development goals. In particular, issues such as improving population quality, gender balance, adapting to aging and taking care of the health of the elderly are no longer the tasks of the health sector alone, but the shared responsibility of the entire political system".

During the implementation process, the leaders of the Department of Health affirmed that the advantage is that Nghe An has a team of dedicated and experienced population officers, they are "silent soldiers" who are not afraid of difficulties, ready to "go to every alley, knock on every door, check every subject". In addition, in the context of implementing a two-level local government, the population office system at health centers will play a core role in effective consultation and coordination in localities.
