This is both an innovation in the economic model and an affirmation of the province's strategic vision and political commitment, contributing to building a prosperous and happy country.

Growth model innovation - an inevitable requirement

Over the years, Dong Nai has affirmed its position as one of the country's major industrial centers, making important contributions to the budget and export turnover. However, in addition to economic achievements, the province also faces many challenges. That is, urbanization puts great pressure on transport infrastructure, water supply and drainage; air quality and water resources decline; mechanical population growth places a burden on social security, especially housing, health care, and education.

In that context, the transformation of the growth model from relying on resource exploitation and cheap labor to a green and sustainable one has become an urgent requirement. This is not only an adaptation to international commitments on emission reduction and climate change response, but also a prerequisite for the province to maintain investment attraction, improve competitiveness and ensure the quality of life for the people.

Clearly identifying this requirement, the province has issued many important projects and plans such as: Project on Carbon Emission Reduction for the period 2021-2030, vision 2050; Action Plan on Sustainable Production and Consumption in Industry for the period 2022-2030; Establishment of the Green Growth Steering Committee.

In particular, in the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, green growth and sustainable development factors are integrated into all sectors, fields and development orientations. The development space is designed in harmony between industry, urban areas, agriculture and natural ecosystems. In addition to developing high-tech industrial parks, the province aims to form green urban areas along rivers and suburbs, and develop green public transport. These factors are the foundation for Dong Nai to both promote the economy, ensure environmental balance, and improve the quality of life of the people.

The most obvious change from the above orientation is in the energy sector. Tri An Hydropower Plant - the largest hydropower plant in the South just started the expansion phase on August 19. Nhon Trach 3 and 4 Power Plant - the first project using liquefied natural gas (LNG) in Vietnam, is expected to generate commercial electricity in the next few months, marking an important step in green transition and emission reduction. A series of waste-to-energy plant projects are also preparing to be deployed. At the same time, thousands of businesses and households have installed solar power, partially replacing the national grid.

Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Nai province, emphasized: "The Tri An Hydropower Plant Expansion Project not only adds an important source of electricity to the national power system, contributing to helping the province achieve its double-digit growth target, but is also a concrete action to realize the net zero target by 2050 as Vietnam committed to at COP26".

In the industrial sector, green transformation has become an important strategy for businesses to maintain sustainable development and enhance competitiveness. Many businesses have proactively improved production lines, applied modern technology, and reused waste to meet market demands and environmental regulations. Notably, large corporations such as Nestlé, Ajinomoto, Cargill, Bosch, etc. have all announced their roadmap to reduce emissions and move towards carbon neutrality.

Mr. Binu Jacob, General Director of Nestlé Vietnam, said: The circular economy model is being applied in all Nestlé factories. Typically, at Nestlé Tri An Factory in Dong Nai, all processed coffee grounds are reused as biomass fuel; ash and residue are recycled as raw materials for unburnt brick production; treated wastewater is reused in production. At the same time, Nestlé also supports coffee farmers in growing coffee according to the regenerative agriculture model to save irrigation water and fertilizer. Convert packaging to recyclable and reusable types.

In the coming time, Dong Nai will continue to strongly innovate the growth model, promote industrialization and modernization; take science and technology, innovation, digital transformation, green transformation, circular economy, and sharing economy as the main driving force. The province will also focus on environmental protection, climate change adaptation, cultural, social, health, and educational development commensurate with the economy, and continuously improve people's lives.

Expectations for the new phase

Dong Nai aims to become a province with comprehensive, modern and sustainable development by 2030, in which green growth is a strategic pillar. The province continues to prioritize attracting investment in high-tech, less labor-intensive, less polluting industries; developing key infrastructure such as airports, seaports, and transportation in a sustainable manner, minimizing environmental impacts.

With the advantage of more than 84% of natural agricultural land, along with the diversity of terrain and soil, the province has favorable conditions to form specialized areas for industrial crops, fruit trees and large-scale concentrated livestock farming. The province aims to apply science and technology to increase productivity and reduce emissions; at the same time, maintain the policy of preserving and enriching natural forests, protecting groundwater resources, exploiting forest economy, and moving towards forming a carbon credit market.

A representative of Hyosung Vietnam Co., Ltd. (in Nhon Trach commune, one of the largest investors in Dong Nai) shared: The company's products are input materials for many industries, so applying circular economy is inevitable. The company focuses on using resources effectively, minimizing waste through advanced technology, using renewable energy and designing products with long life cycles.

At Amata Industrial Park (Long Binh Ward), since 2020, a pilot model of an ecological industrial park has been implemented. Accordingly, treated wastewater is reused, rooftop solar power is installed for self-consumption, and organic waste is composted into fertilizer. The industrial symbiosis model between enterprises has initially taken shape. This industrial park aims to soon be certified as an ecological industrial park, a model for conversion for industrial parks throughout the province.

Mr. Trinh Tien Dung, Chairman of the Board of Directors and General Director of Dai Dung Mechanical Construction and Trading Joint Stock Company (Ho Chi Minh City), said: The company is implementing the province's first green industrial cluster in Gia Kiem commune. The factories are pre-designed to install solar panels, a wastewater treatment system for maximum reuse, and at the same time develop industrial symbiosis. This will be a competitive advantage in attracting investment and enjoying preferential policies.

In the real estate sector, Chairman of TTC Group (Ho Chi Minh City) Dang Van Thanh said: The Group is developing a smart ecological urban project along the Dong Nai River, Bien Hoa Ward. With low construction density, high green ratio, comprehensive utility system such as international schools, commercial centers, sports and entertainment areas, riverside parks, etc., the project aims to create a sustainable and humane living space.

Today's green growth journey is about economic model innovation, improving people's quality of life and creating a solid foundation for long-term development.
