At Nam Cao Street, Hac Thanh Ward, all preparations for the gift distribution were completed early in the afternoon. Mr. Nguyen Dinh Mao, Party Cell Secretary, Head of Nam Cao Street said: “Nam Cao Street has 360 households with nearly 600 people. Hoang Loc Commune has 34 villages with a population of over 36,200 people. In order to ensure that the gift-giving process is carried out properly, the People's Committee of Hoang Loc Commune has reviewed and made a list of each household, and established 10 working groups to carry out the payment of Independence Day gifts at 10 locations.

The preparation work for paying the gift money to people at 22 village cultural houses was quite carefully prepared by the functional forces. This afternoon, the cultural houses of Ho Vuong commune became more bustling when people showed up in large numbers to receive gifts on September 2. According to the cultural house of village 8, although the People's Committee of the commune announced that the gift receiving schedule would start at 3:00 p.m., from early afternoon, people were already present in large numbers.
Happy and elated to receive a meaningful gift for the first time in his life, Mr. Tran Manh Hai expressed his excitement. Due to his old age, Mr. Hai did not have a VNeID account, so he represented his family to receive 800,000 VND in cash for 8 people. The amount of money was truly a great spiritual encouragement, allowing his family to join in the joy of the country. During the days when the Party and State solemnly celebrated the 80th anniversary of the founding of the country, the timely gift gave him and the people of Ho Vuong more conditions to share in the joy of the nation, so that everyone felt happier when living in a peaceful , independent country, where the people are warm and happy.
Through screening, Ho Vuong commune has 26,924 people eligible for Doc Dap Tet gifts. Accordingly, the commune has established 10 teams, including cadres, civil servants, public employees, and local police, to go to 28 villages in the commune to organize the distribution to the people.

Implementing Decision No. 2940 of Thanh Hoa Provincial People's Committee on approving the targeted supplement of the budget for giving gifts to people in the province on the occasion of the 80th anniversary of the August Revolution and National Day September 2, on August 31 and September 1, 166 communes and wards in Thanh Hoa province organized gift giving to people.
To ensure that no one does not receive gifts, the Provincial Police have provided a list of residents in the National Population Database until August 30, 2025 to each commune and ward as a basis for making a list of gift recipients; at the same time, closely coordinated with the People's Committees at the commune level to carry out gift giving to the right recipients, promptly, and without loss.
Commune and ward police and related units focus on directing and fully preparing human resources and facilities to organize payment and gift giving to people in accordance with the actual situation in the locality (through social security accounts or directly in cash). In case of objective reasons, gift giving will be ended no later than September 15, 2025 according to the guidance of the Ministry of Finance.

The total estimated budget of over 10 trillion VND to distribute gifts to all people is clearly a large number in the context of limited national resources and we are in dire need of budget to carry out other tasks.
