Concluding the meeting, Minister Pham Thi Thanh Tra acknowledged that the Ministry had organized thoughtfully, impressively, and spread well the event to celebrate the 80th anniversary of the establishment of the Ministry of Home Affairs and the Patriotic Emulation Congress, the first Party Congress of the Ministry of Home Affairs, term 2025-2030.

In addition, the Ministry has closely followed the operation of local governments at two levels and promptly reported to competent authorities to handle related issues.

The next outstanding task emphasized by the Minister is to continue perfecting the institutional system to serve the operation of two-level local government and handle related issues.

Regarding this issue, the Ministry has made efforts to build an institutional system with many important documents issued such as 3 decrees. The Ministry also submitted to the Government 5 draft decrees and submitted to competent authorities to issue important resolutions related to the subjects affected by the apparatus arrangement.

Regarding the serious implementation of tasks to implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Resolution No. 66 on innovation in law making and enforcement to meet the requirements of national development in the new era, the Minister requested units to prepare elaborate and quality reports. The spirit is to focus on the issue of decentralization and delegation of power with the motto "locality decides, locality does, locality is responsible".

The Minister also acknowledged the results achieved in the fields of emulation - rewards, civil servants and public employees. Especially in the past month, the Ministry's communication work was carried out very well, with truly high-quality information, leading to major events of the Ministry of Home Affairs and the country as well as in the operation of the two-level local government.

Important issues awaiting Politburo decision

Regarding the key tasks in September, the Minister requested careful and close preparation of two major groups of issues to report to the Politburo.

First, the Minister will work with relevant units on issues of cadres, civil servants, job positions, and classification of administrative unit standards. In addition, the head of the Home Affairs sector will also meet to agree on outlines, reports, and procedures related to decentralization, delegation of authority, and assignment of authority.

After that, the Minister is expected to work with units to report to the Politburo on the issue of salaries and allowances.

Regarding the institutional and policy system, the Minister also noted that specialized units complete the contents of the draft revised Law on Civil Servants and submit 21 resolutions, decrees and circulars to competent authorities.

The Minister also closely followed up with 34 civil servants sent to their localities to have a full and comprehensive report to promptly remove difficulties and obstacles in operating the two-level local government.

Besides focusing on completing political tasks in September, the head of the Home Affairs sector thoroughly grasped "implementing the contents of Resolution 57 and Resolution 66 because that is a matter of survival".

The Minister requested preparations for the organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Up to this point, the Ministry has completed and organized the collection of opinions from ministries, branches and localities on the draft Resolution of the National Assembly Standing Committee guiding the determination of the structure, composition and allocation of the number of candidates for the People's Councils at all levels for the 2026-2031 term; the Prime Minister's Directive on the organization of the election of deputies to the National Assembly and People's Councils at all levels and the Circular of the Ministry of Home Affairs guiding the professional work of organizing the election.

The next task, the Minister requested to stabilize the staff, review, adjust, mobilize the staff of civil servants, coordinate with the units under the Ministry. From there, the management agency will screen in conjunction with the task of structuring the staff of civil servants.

The Minister also urged the preparation of contents for the 10th Session of the 15th National Assembly and reminded the preparation of budget estimates and public investment for 2026.
