Overview of the press conference of the Ministry of Science and Technology .
On September 4, the Ministry of Science and Technology held a regular press conference for August. At the conference, the leader of the Ministry of Science and Technology said that in August 2025, the Ministry proactively and actively carried out many key tasks in directing, operating and developing policies, achieving outstanding results, making important contributions to the process of developing science, technology, innovation and national digital transformation.
Accordingly, the Ministry of Science and Technology has advised and submitted to the Government and the Prime Minister for promulgation a number of important documents such as: Resolution on adding the draft Law amending and supplementing a number of articles of the Law on Intellectual Property to the 2025 Legislative Program of the National Assembly ; Resolution on adding the draft Law amending and supplementing a number of articles of the Law on Technology Transfer to the 2025 Legislative Program of the National Assembly . Resolution on adding the draft Law on High Technology (amended) to the 2025 Legislative Program of the National Assembly . Resolution on removing difficulties and obstacles in implementing projects and tasks applying information technology using state budget funds, etc.
In addition, the Ministry of Science and Technology closely coordinated with the Ministry of Home Affairs in the process of drafting and submitting to the Government for promulgation Decree No. 231/2025/ND-CP dated August 26, 2025, regulating the selection and use of chief engineers and chief architects for science, technology, innovation and national digital transformation.
In September, the Ministry of Science and Technology will focus on developing and submitting to the Government 4 draft laws: Law on High Technology (amended); Law on amending and supplementing a number of articles of the Law on Technology Transfer; Law on amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation; ensuring the progress of submitting to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly. Developing, completing and submitting to the Government 16 draft Decrees guiding the implementation of 5 Laws recently passed by the National Assembly at the 9th Session of the 15th National Assembly.
In addition, submit to the Prime Minister draft documents: Decision to amend and supplement the National Postal Code for wards, communes and equivalent administrative units when implementing the arrangement of administrative units according to the Resolution of the National Assembly; Framework for the National Digital Architecture, ensuring connectivity, synchronization and interoperability between agencies (Party, State, Fatherland Front and socio-political organizations), in accordance with the government model from the Central to the commune level; Decision to amend, supplement and update the National Strategy on research, development and application of artificial intelligence to 2030; Decision to promulgate the Digital Government Development Program.
In the coming time, the Ministry will develop the following projects: Review and adjust the Planning of public science and technology organizations, organize assessments, merge and dissolve ineffective public science and technology organizations to focus on key investment for strong organizations, closely combining research, application and training; Develop and promote talents, high-quality human resources, leading experts to serve the development of science, technology, innovation and national digital transformation to implement the National Strategy on attracting and promoting talents by 2030, with a vision to 2050.
