The Government has issued Decree 170/2025 regulating the recruitment, use and management of civil servants.
Add 3 cases of admission to civil service
The notable new point is that the decree adds 3 cases to be accepted into the civil service:
- People recruited according to the staffing quota are assigned by competent authorities to work in associations assigned by the Party and State.
- Non-professional workers at the commune level from before the effective date of this Decree.
- Members of the pilot project to select young intellectual volunteers to go to communes to participate in rural and mountainous development in the period 2013 - 2020 are signing labor contracts to work in the commune where they are working.
The Decree clearly states that the head of the civil servant management agency decides to accept part-time workers at the commune level.
Specific standards and conditions
Regarding the standards and conditions for admission to this group, the decree stipulates based on the ratio of civil servants to be arranged according to each job position in the agency using civil servants, the assigned payroll quota and the requirements of the job position to be recruited.
From there, the head of the competent recruiting agency or the head of the management agency shall consider and accept the above case as a civil servant.
At the same time, this case must meet the conditions for registering for civil service recruitment as prescribed.
Specifically, people who meet the following conditions are eligible to register for civil service recruitment:
Have 1 nationality, Vietnamese nationality, according to the provisions of the Law on Nationality; currently residing in Vietnam.
18 years of age or older; have good political and moral qualities; have a clear background; be healthy enough to perform the duties; meet the requirements of the job position being recruited.
Along with that, non-professional cadres at the commune level must have additional conditions of having worked for 5 years or more in accordance with the provisions of law, paying compulsory social insurance, and doing work with professional and technical requirements appropriate to the job in the expected job position.
The recipient must prepare documents according to regulations, including: Personal CV according to current regulations, prepared within 30 days before the date of submission of the application, with confirmation from the agency, organization, or unit where they work.
Copies of diplomas, certificates and other documents as required by the expected job position.
The file also includes a health certificate issued by a competent health authority within 6 months.
Self-assessment and evaluation of the proposed recipient on political qualities, moral qualities, professional qualifications and abilities, and work history as required by the receiving agency.
In case the components in the prescribed reception dossier have been approved by competent authorities and exist in the national database, they shall be used to replace the corresponding paper copy.
The head of the competent recruitment authority shall establish an examination and evaluation council, the composition of which shall be in accordance with regulations. The recruitment council shall consist of 5 or 7 members.
The Decree clearly states that no person shall be assigned to take part in the examination or assessment of a person who is related to a spouse, biological father or mother; father or mother (wife or husband), adoptive father or mother; biological or adopted children; biological or adopted siblings; biological aunts or uncles; biological or adopted siblings of a person taking part in the examination or assessment.
Those who are under disciplinary action or are serving disciplinary decisions; those who have been disciplined for corruption or negative behavior as members of the inspection and assessment council./.
Previously, the Government Steering Committee directed that localities could temporarily arrange to extend the use of non-professional workers at the commune level until before May 31, 2026. If necessary, the People's Committee at the commune level can arrange and assign non-professional workers in villages and residential groups. In case there is no need, the regime and policies will be resolved according to the provisions of Decree 154/2025 of the Government regulating staff streamlining. |
