Continuing to inherit and continue the achieved results, identifying three strategic breakthroughs as key tasks and important factors contributing to growth to achieve the target of 14% by 2025..., closely following the growth scenario of the province, from the beginning of the year, local Party committees, authorities, departments and branches promptly developed plans, conducted reviews and set clear goals in effectively implementing three strategic breakthroughs in the new period.
The province focused on promoting the disbursement of public investment capital from the beginning of the year, taking public investment as the leading factor, activating social investment, promoting public-private cooperation... At the same time, it required units and localities to develop monthly and quarterly disbursement plans for each project; assign specific leaders responsible for monitoring the implementation progress and disbursement of each project; closely follow and promptly direct and handle difficulties. The province also organized reviews, classifications, and found fundamental solutions to handle and remove difficulties for more than dozens of key projects and works; announced information on areas of land and rock exploitation for leveling materials with a total reserve of tens of millions of m3 , basically removing obstacles related to land and planning, ending the long-standing backlog of many projects...
At the same time, the province urgently directed the review of public and non-state budget investment projects that are behind schedule, have long backlogs, are ineffective, and have the potential to cause great loss and waste, in order to focus on supporting their handling. The province has classified difficulties, obstacles, bottlenecks, and bottlenecks related to land, planning, and investment projects (soil materials, sand for leveling, land prices, etc.) to support projects, such as: Ha Long Xanh Urban Area, Ha Long Ocean Park, Van Ninh General Port... In the first 6 months of 2025, Quang Ninh has approved, adjusted investment policies, and newly issued investment registration certificates for 168 projects with a total registered investment capital of VND 125,692 billion, 13.1 times higher than the same period in 2024. Of which, there are 94 projects outside economic zones and industrial parks with a total registered investment capital, adjusted to increase by about VND 86,426 billion, the remaining 74 projects in economic zones and industrial parks with registered investment capital, adjusted to increase by about VND 39,266 billion.
Regarding administrative reform breakthroughs, the province has directed units and localities to continue to improve the quality of reform, improve the investment and business environment, develop science and technology, innovation, and digital transformation. Closely following the resolutions and directions of the Politburo and the Government on breakthroughs in science and technology development, innovation and national digital transformation, the province issued a plan for administrative reform and administrative procedure control in 2025; continued to effectively implement the pilot model of a one-level public administrative service center under the Provincial People's Committee; completed the review, reduction, and simplification of administrative procedures to ensure conditions for operating a two-level local government from the first days of July 2025.
Up to now, the total number of administrative procedures under the state management function and the authority to resolve in the province is 1,786 administrative procedures, the rate of records resolved before the deadline on the province's electronic one-stop system reached 73.9%, the highest ever. On the national public service portal, the rate of exploitation and reuse of digitized information and data reached 85.76%; the number of queries and document exploitation from the electronic data management warehouse of organizations and individuals reached more than 1 million; the rate of online payment reached 70.51%; the level of satisfaction of the people reached over 99.9%.
Quang Ninh successfully organized the Conference to announce the results of the PAR INDEX, SIPAS, DGI, DDCI, DTI indexes at the department, industry, and local levels in 2024; build and set up a pilot information system to handle administrative procedures.
Regarding human resource development, the province has developed a Resolution regulating policies to attract and retain human resources in science, technology, innovation and digital transformation in agencies of the political system of Quang Ninh province, period 2025-2030; creating new jobs for over 17,000 workers. Quang Ninh has deployed the development strategy project of Ha Long University until 2030, opening 3 new university-level training majors with high demand: Mathematics Pedagogy, Music Pedagogy and Tourism, opening up opportunities to train human resources in line with the development orientation of the province's high-quality tourism and service industry.
The three strategic breakthroughs implemented by the province in the first 6 months of 2025 have created great momentum, significantly contributes to Quang Ninh operating effectively the two-level local government in accordance with the central government's direction and promoting local socio-economic development.
