In Quang Ninh, one of the leading localities in digital transformation and administrative reform nationally, the Provincial Police have made a strong transformation, demonstrated through impressive figures. As of June 2025, the entire force had received and processed more than 1.2 million administrative procedure records, with the rate of processing through online public services reaching 99.92%. This is one of the highest rates in the country, clearly showing the effectiveness of technology application and the continuous efforts of the Provincial Police force in simplifying processes, shortening time and increasing people's satisfaction.
After 5 years of implementing the comprehensive state administrative reform program for the period 2021-2025, Quang Ninh Provincial Police are receiving and handling 198 administrative procedures in 18 fields. These fields range from specific operations such as residence management, immigration, vehicle registration, granting licenses to use support tools, etc. to civil fields such as granting judicial records, temporary and permanent residence registration. Putting all these procedures online not only helps people easily access services anywhere, anytime, but also creates a centralized database, serving the purpose of inspection, supervision, avoiding negative phenomena or errors in the process of processing records.
To support the people, Quang Ninh Provincial Police has built many online guidance tools, organized digital skills training for officers and deployed support forces to each residential group and village to guide people to perform operations on the National Public Service Portal and the Ministry of Public Security's Public Service Portal. Working groups "going to villages" and mobile public service support points have been a familiar image in remote areas of the province over the past 5 years.
Not only simply “digitalizing procedures”, Quang Ninh Provincial Police also proactively reviewed and reduced the processing time for many administrative procedures. In particular, many procedures have been shortened from 7 days to 1-3 working days. Typically, the procedure for issuing a certificate of residence information, which previously took 3 days, can now be done on the same day if the application is valid. Or the procedure for issuing a judicial record certificate - one of the important documents for applying for a job, going to school, and leaving the country has also been significantly streamlined.
According to the attitude to the survey results of the satisfaction level of organizations and citizens with the service results of the Quang Ninh Provincial Police force in the administrative field, over the past 5 years, the satisfaction rate has always reached over 98%, in which the majority of opinions highly appreciated the service, professionalism and sense of responsibility of the officers receiving people. In particular, allowing people to track the progress of handling documents, receive results via public postal services or through personal identification accounts has brought a convenient public service experience, no need to move many times, saving costs.
The result of 99.92% of records received and processed via online public services cannot be achieved without a solid technology foundation. Over the past 5 years, Quang Ninh Provincial Police has synchronized the technical infrastructure system, including 226 transmission channels, nearly 280 km of specialized fiber optic cable, hundreds of computers, biometric identification devices, card printers, control cameras and more than 69 specialized software put into operation. Citizen reception officers are trained in digital skills and assigned to use integrated software right at the one-stop department. At the same time, data from the population management system, electronic civil status system, national database of judicial records, etc. are connected and interconnected, helping to reduce duplication of information declaration for citizens. The combination of modern technical infrastructure and proactive and responsible human factors is the key to helping Quang Ninh Provincial Police maintain impressive results in administrative procedure reform, especially in the context of increasing workload and increasing demands from the people.
