Since July 1, Ho Chi Minh City has operated a two-level local government model to build a service-oriented administration, implementing 100% of administrative procedures regardless of administrative boundaries by the end of 2025. Saigon Giai Phong Newspaper reporter had an interview with Ms. Vo Thi Trung Trinh, Director of Ho Chi Minh City Digital Transformation Center, about specific steps, challenges and solutions to realize this goal.

* REPORTER: In the early days of operating the 2-level local government model, how has the implementation of online administrative procedures to serve people and businesses been carried out, Madam?

- In the first 3 days of operating the 2-level local government (July 1-3), the city-wide administrative procedure settlement system received 60,277 records in various fields, of which 17,744 were online and 42,527 were in person. Of which, there were 28,236 administrative procedures at the commune level, including 10,186 online and 18,047 in person. The document management system recorded that 782 documents were sent out and 32,092 documents were sent in 168 wards, communes and special zones. The above figures show that the number of people performing online administrative procedures accounted for about 1/3 of the total records in the first days. It is still a bit early to assess the rate of records using online public services at this time, but I think it is a quite positive signal.

* The Chairman of the Ho Chi Minh City People's Committee has requested that by the end of the year, the city will implement 100% of administrative procedures regardless of administrative boundaries. How will this be done?

- Ho Chi Minh City currently has 344 full-process online public services. In the immediate future, we will advise the Ho Chi Minh City People's Committee to select from this group, re-evaluate the actual rate of records generated to publish a list of administrative procedures regardless of administrative boundaries. In particular, priority will be given to administrative procedures that people regularly perform to facilitate and reduce costs for people. According to the roadmap, by the end of 2025, 2,238 administrative procedures of the city will be implemented "without boundaries".

We are reviewing 982 administrative procedures that are eligible to provide online public services - one of the important bases for implementing "de-boundary". Next, the city will equip and deploy devices and applications for the department receiving documents from people and businesses to digitize and convert them into legal valid electronic documents. Along with that, there is a mechanism for people and businesses to perform online administrative procedures anytime, anywhere, such as using the budget to support people and businesses related to the costs of guidance, receiving, and digitizing documents. This is similar to the policy of applying a fee of 0 VND for 98 online administrative procedures that the city has deployed.

* What are the challenges in implementing administrative procedures regardless of administrative boundaries? What solutions has the Ho Chi Minh City Digital Transformation Center come up with to overcome them?

- It can be said that the biggest challenge in implementing administrative procedures regardless of administrative boundaries is the story of administrative reform and data. To be independent of boundaries, there must be a complete database so that data can be exploited anywhere to serve people and businesses. Changing the way of working from a traditional environment to a digital environment, from paper records to electronic documents, exploiting databases... requires time for people, businesses, officials and civil servants to adapt.

To solve these challenges, there is no other way but to promote administrative procedure reform, reduce cumbersome paperwork, and instead exploit information from existing databases. When these issues are resolved, receiving and resolving administrative procedures anywhere will be convenient. Because currently, the administrative procedure settlement system of Ho Chi Minh City is a centralized system, which means that it only needs to be digitized and converted into electronic records, then the records can go anywhere. For example, receiving in Con Dao special zone, but after converting into electronic records, departments and branches in the city can receive and resolve them. In addition, we will deploy solutions to receive settlement and return results of administrative procedures such as smart kiosks that read data and digitize records.

* With many shared digital platforms at the commune level having been deployed, how have people accessed and used online public services?

- According to our assessment, currently, businesses have more convenient access to and use of online public services than people. According to statistics, the rate of online records of businesses is higher than that of people. This shows that there are still certain gaps in the use of online public services among people.

Therefore, the city will have support solutions, such as creating short propaganda videos, guiding people to perform online administrative procedures. At the same time, promote community digital technology groups, youth volunteers or open online public service agents; promote the results of the Digital Literacy Movement, popularize and build grassroots forces to support, especially for the elderly, people in remote areas, islands who do not have much access to technology.

Ho Chi Minh City is building a modern two-level Administrative Service Center, with people and businesses as the center of service. The city is implementing the reception, processing and return of administrative procedure results through many forms, such as directly at the one-stop department, online via the National Public Service Portal and through public postal services.
