Research on theoretical and practical basis and propose a framework for management guidelines for UNESCO-recognized World Biosphere Reserves in Vietnam

On July 4, 2025, the Ministry of Science and Technology (MOST) held a meeting of the Council for the evaluation and acceptance of the national-level S&T task: "Research on theoretical and practical basis and proposal of a framework for the management of the World Biosphere Reserve recognized by UNESCO in Vietnam", code: DTĐL.XH-06/21.

Overview of the National Acceptance Evaluation Council Meeting.

By 2024, Vietnam will have 11 World Biosphere Reserves (WBRs) recognized by UNESCO. Although it has been more than two decades since the first WBR was recognized in 2000, the national policy and legal framework still lacks specific regulations to guide and comprehensively support the management of WBRs. There are also no specific regulations for monitoring and evaluating management effectiveness or guiding the development of phased management plans. This reality has limited the recognition and learning from experience or promoting conservation efforts as well as timely integration of WBR objectives into local strategies and general development plans.

Based on the above reality and aiming to enhance the effectiveness of management and promote the contributions of the World Biosphere Reserves in Vietnam to the country's sustainable development, the Ministry of Science and Technology has approved the project "Research on theoretical and practical basis and proposed framework for management of World Biosphere Reserves recognized by UNESCO in Vietnam" (code: DTĐL.XH-06/21) led by Prof. Dr. Truong Quang Hoc; The Center for Ecological Community Development is the implementing unit. The project will be implemented from October 2021 to March 2025, with the main objectives being:

Building theoretical and practical foundations for managing national biosphere reserves in Vietnam;

Proposed framework for management of world biosphere reserves in Vietnam;

Propose specific management models for some national biosphere reserves in Vietnam.

Results achieved of the mission:

Report on theoretical and practical basis for management of UNESCO-recognized world biosphere reserves: international experience and practical lessons in Vietnam;

The report proposes a set of criteria and principles for managing biosphere reserves in Vietnam;

Proposing a general management framework for biosphere reserves in Vietnam;

Propose a framework and specific management organization model for some national biosphere reserves in Vietnam (2 reserves), representing different types of organizations or different types of ecosystems;

Proposing a theoretical model for medicinal plant production according to the value chain for the community in the buffer zone of the Western Nghe An Biosphere Reserve.

Developed 03 sets of documents on: (i) Policies, current management status, lessons learned in the world and Vietnam; (ii) General and specific management for Vietnam Biosphere Reserves; (iii) Documents on communication, climate change and biodiversity degradation in World Biosphere Reserves.

02 published in domestic scientific journals;

01 report at domestic scientific conference;

Training 01 Master; supporting training 01 PhD.

The research results are the scientific and practical basis to support the development of policies such as management guidelines and strategic management plans for UNESCO-recognized biosphere reserves in Vietnam. These results, especially the recommendations of the project, are the basis for the State and biosphere reserves to develop appropriate management strategies and plans that are close to the current context.

The research products of the project will also contribute to promoting the integration and mainstreaming of management, conservation and promotion goals of biodiversity and cultural resources of the World Biosphere Reserve into the general socio-economic development plans and strategies of localities in the new period.

The members of the Acceptance Council highly appreciated the contributions of the Chairman and the Presiding Agency; the summary report and the summary report had a reasonable structure, in accordance with the requirements of a scientific report; the type, quantity, volume, progress and quality of the products met the order requirements. With the results achieved, the Council unanimously accepted the topic at the "Passed" level. At the same time, the research team was required to absorb the comments and make appropriate edits, complete the dossier and submit it to the Ministry of Science and Technology for a decision to recognize the results of the task.
