The Social Insurance Law 2024 has officially come into effect with many changes that are more beneficial to participants and beneficiaries. In recent times, the Social Insurance of Region XXVI has been implementing many activities and solutions to bring new regulations and policies into life.

Sir, the changes in the Social Insurance Law 2024 are considered a "breakthrough" policy, bringing more rights and greater benefits to participants and beneficiaries of the policy. Can you elaborate on these outstanding new points?

The 2024 Social Insurance Law with 11 chapters and 141 articles is an important step forward in perfecting the social security system in Vietnam with more rights and benefits for participants and beneficiaries. In particular, it focuses on some outstanding contents: improving flexibility through the addition of social pension benefits to form a multi-layered social insurance system.

Specifically, people aged 75 and over (poor households, near-poor households aged 70 and over) who do not have pensions, monthly social insurance benefits, or monthly social benefits will receive social retirement benefits and health insurance (HI) paid by the state budget. Vietnamese citizens who are of retirement age but do not have enough time to pay for pensions, if they do not receive one-time social insurance and do not reserve it, and upon request, will receive monthly benefits from their own contributions. During the period of receiving monthly benefits, the state budget will pay for HI.

The 2024 Social Insurance Law stipulates that the minimum period for employees to enjoy retirement benefits is reduced from 20 years to 15 years when meeting the retirement age requirements. At the same time, it increases the rights of employees by expanding the subjects participating in compulsory social insurance, such as: business owners of registered business households; part-time workers at the commune, village, and residential group levels; part-time workers; business managers, controllers, etc. who do not receive salaries.

The law also officially adds the right to enjoy sickness and maternity benefits for part-time workers at the commune level instead of only enjoying two benefits: retirement and death; at the same time, voluntary social insurance participants who meet the prescribed conditions are entitled to maternity benefits of VND 2 million for each newborn child.

In addition, the 2024 Social Insurance Law also protects the legitimate rights of employees by adding responsibilities to the Social Insurance agency; adding measures to handle acts of late payment and evasion of social insurance; cases of evasion of social insurance payment may be prosecuted for criminal liability...

How will the XXVI Social Insurance region apply the new points of the law to life, aiming at the goal of universal social insurance coverage, ensuring the best benefits for participants, sir?

Fully aware of the profound and positive changes of the Social Insurance Law 2024, and at the same time anticipating the difficulties and challenges in implementation, Social Insurance of Region XXVI has promoted training for civil servants and employees on the new regulations of the Social Insurance Law 2024; strengthened information, propaganda and widespread dissemination of new points and changes of the law to all classes of people with many rich forms of communication, from direct to online, from traditional to modern with familiar, easy-to-understand and accessible language. At the same time, coordinate with relevant departments, branches and sectors to develop a plan to organize training, thoroughly understand the content of the law and regulations on records and professional procedures to serve units, businesses and employees in the province.

Along with that, promote the construction, upgrading and completion of information technology systems and related professional software to meet the requirements of receiving and processing records and administrative procedures to resolve regimes according to new regulations of the law, ensuring smooth and synchronous operations from the beginning.

Along with the implementation of two-level local government, the management and development of social insurance and health insurance participants has also expanded in scope. To ensure operational efficiency and develop participants, what solutions will the Social Insurance of Region XXVI focus on, sir?

The implementation of the two-level local government model has posed many challenges to the operation of the social insurance sector, especially the management and development of social insurance and health insurance participants at the grassroots level.

To effectively implement the goal of expanding and developing the coverage of social insurance and health insurance, completing the assigned targets for 2025, the Social Insurance of Region XXVI will advise on perfecting the Steering Committee for implementing social insurance, health insurance, and unemployment insurance policies at the provincial and communal levels; improve the effectiveness of coordination between relevant agencies to complete the potential database serving the work of mobilizing and developing participants in social insurance, health insurance, and unemployment insurance; innovate the form and content of propaganda and dissemination of social insurance and health insurance regimes and policies, especially new contents in the Social Insurance Law 2024; expand and improve the operational efficiency of the system of collection service organizations and collection staff; at the same time, strengthen specialized and surprise inspections to promptly detect and handle units violating the laws on social insurance, health insurance, and unemployment insurance.

In addition, promote the application of information technology in management and business processing, carry out digital transformation, reform administrative procedures, and improve service quality. At the same time, review and improve the organizational structure, improve the qualifications, responsibilities, and public service discipline of cadres, civil servants, and employees to meet the requirements of tasks in the new period.
