At the conference, the Organizing Committee announced the decisions of the Party Executive Committee of the provincial Party agencies on the establishment of 12 grassroots party organizations, including 11 party committees and 1 party cell. The establishment was carried out on the basis of merging the corresponding party organizations of Tuyen Quang and Ha Giang provinces after the merger, ensuring synchronization and unity with the new organizational apparatus.

She emphasized: The establishment of grassroots party organizations under the Party Committee of the provincial Party agencies is an important step to perfect and stabilize the organizational apparatus, ensuring the comprehensive leadership of the Party in the post-merger context.

The head of the Party Committee must pay attention and closely direct the implementation and organization of tasks, ensuring synchronization and continuity in activities. He also requested that the branches and subordinate Party Committees focus on implementing the contents of the congresses of branches and grassroots Party Committees for the 2025-2030 term, ensuring progress, quality, democracy, and compliance with regulations, and completing the congress before July 31.

He believes that with the traditional foundation of solidarity and bravery, and a team of Party committees with qualifications and practical experience, the newly established Party organizations will promote their comprehensive leadership role, making an important contribution to the success of Party building and the political system in the new period.
