Contribute youth efforts to build two-level local government

The two-tier local government model is gradually coming into life, opening up expectations for an effective administration, close to the people, for the people. In that context, the force of union members and youth volunteers has become a powerful "extension" of the grassroots government.

In the first days of implementing the two-level local government model, early in the morning, volunteers from the Tuy Hoa Ward Youth Volunteer Team were present at the Ward Public Administration Service Center to support people in carrying out administrative procedures.

In addition to the tasks of reception and guidance, volunteers also directly support people in installing and using the VNeID electronic identification application as well as performing other online public services.

According to Ms. Nguyen Thi Nhu Quyen, Vice Chairwoman of the Vietnam Fatherland Front Committee of Tuy Hoa Ward, Secretary of the Tuy Hoa Ward Youth Union, during this period, the Ward Youth Union has established a youth volunteer team of 30 members to support people at the Public Administration Service Center. Volunteers work in shifts from Monday to Friday every week, from 7:00 to 11:30 in the morning and from 1:30 to 5:00 in the afternoon. Support activities will be maintained until the government apparatus is put into stable operation.

“The reorganization of administrative units and the implementation of the two-level local government model are creating positive changes in reforming the apparatus, streamlining the system, and improving the efficiency of serving the people. With the motto “New communes and wards – new spirit”, Tuy Hoa youth wish to contribute and accompany the grassroots government in this important period”, Ms. Nguyen Thi Nhu Quyen shared.

In Quang Phu commune, a youth volunteer team to support local authorities was also established right after the two-level local government model was implemented.

“With a sense of responsibility, youthful enthusiasm and the ability to flexibly apply information technology, after more than a week of implementation, in the newly merged communes and wards in the province, hundreds of youth union members and volunteers have participated in supporting, becoming a bridge between the government and the people, creating positive changes in reforming the apparatus, streamlining the system, and improving the efficiency of serving the people” - Secretary of the Provincial Youth Union.

In addition to proactively supporting people to access and carry out administrative procedures through online public services, from creating accounts, submitting documents to looking up settlement results, the unit also established a mobile team, going to each residential area to inform about the new administrative headquarters; distributing propaganda leaflets, instructing people to scan QR codes to follow information on the commune's Zalo OA.

Special attention is paid to supporting families in difficult circumstances, the elderly, and ethnic minorities, guiding and clearly explaining to them the procedures and benefits of using public services online.

After merging a number of administrative units at the commune and ward levels, in the beginning, the work of propaganda and guiding people to update information and understand the new organizational model correctly encountered many difficulties, especially in remote areas and ethnic minority areas.

Therefore, the Provincial Youth Union Standing Committee has directed the establishment of 102 youth volunteer teams in 102 communes and wards across the province to simultaneously deploy activities to support two-level local governments and provide online public services at the grassroots level.

To operate effectively, the youth union has coordinated with local authorities, proactively proposed and undertaken specific tasks such as: supporting system data entry, arranging and digitizing administrative records, reviewing data catalogs to serve the implementation of digital government; participating in the flow, guiding people to perform administrative procedures, supporting basic operations on public devices, installing and using the VNeID application, electronic identification accounts, as well as using the National and local Public Service Portal.

In addition to support activities at the Public Administration Service Center, units have also deployed reception teams at locations far from the center, or even mobile teams in residential areas and families when people have needs.

Mr. Luong Minh Tung, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Secretary of the Provincial Youth Union, said that the 2025 Summer Youth Volunteer Campaign with the theme " Dak Lak Youth is proud and confident in following the Party" continues to promote the spirit of shock, volunteerism and creativity of the youth. During this period, the province's youth especially focus on supporting the grassroots government in implementing the two-level local government model and digital transformation, supporting people to access and effectively use online public services and digital platforms. This is a key and urgent task, contributing to building a digital government and digital society right from the grassroots.
