On the afternoon of July 7, 2025, in Hanoi, the Ministry of Science and Technology (MOST) held a press conference to announce 5 Laws drafted by the MOST and approved by the 15th National Assembly at the 9th Session, including: Law on Science, Technology and Innovation (S&I); Law on Digital Technology Industry (CCNNS); Law amending and supplementing a number of articles of the Law on Product and Goods Quality (CLSPHH); Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations (TC&QCKT); Law on Atomic Energy (amended).

Science and technology are considered the foundation, innovation is the driving force and digital transformation is the breakthrough.
Speaking at the opening of the Press Conference, Deputy Minister of Science and Technology Le Xuan Dinh said that, implementing the Party's direction and the Government's assignment, just 4 months after the merger of the Ministry of Science and Technology and the Ministry of Information and Communications , the Ministry of Science and Technology has completed the submission to the National Assembly for approval of 5 fundamental laws, creating an important legal corridor to lead the development of science and technology, innovation and digital transformation in the new period of the country, contributing to the completion of the strategic goal of making Vietnam a high-income country by 2045.
The National Assembly's approval of these five laws is a strong step to concretize the major orientations of Resolution 57-NQ/TW and the Resolutions of the Politburo , especially in perfecting institutions, removing bottlenecks, and promoting new development drivers such as science and technology, innovation and digital transformation. The laws not only create a legal foundation for effectively implementing national policies and strategies on science and technology, innovation and digital transformation, but also play an important role in ensuring unity and synchronization in state management, especially when the two-level government system is entering the actual operation phase.
According to Deputy Minister Le Xuan Dinh, with the participation of the entire political system, the support of the business community, scientists and the active participation of press agencies in strongly disseminating the core contents of the 05 laws, it will be a practical contribution, bringing policies and laws into life, contributing to creating significant changes, building an advanced science and technology, comprehensive innovation and effective digital transformation.

Breakthroughs of 5 New Laws
At the Press Conference, Leaders of several units in charge of drafting the Law informed about some important contents and new points in the Laws.
Regarding the Law on Science, Technology and Innovation, which will take effect from October 1, 2025, Mr. Nguyen Phu Hung, Director of the Department of Science, Technology and Technology, said that for the first time, innovation is included in the law and placed on par with science and technology, demonstrating a fundamental change in development thinking. formation, innovation is identified as a key driving force to enhance national competitiveness, promote socio-economic development, ensure national defense and security, and improve people's quality of life. Innovation is expected to contribute 3% to GDP growth, while science and technology only contributes 1%.
The law also shifts the management focus from input control to result management, evaluating output efficiency, allowing organizations and individuals to perform research tasks to own research results for commercialization, and to enjoy at least 30% of the income from commercialization of research results. These regulations will create motivation for innovation, the spirit of daring to think and dare to do in research, research towards practical results, closely linking science and technology with socio-economic development.

Regarding the Law amending and supplementing a number of articles of the Law on Quality Assurance and Testing, effective from January 1, 2026, Mr. Ha Minh Hiep, Chairman of the National Committee for Standards, Metrology and Quality, said that the Law has demonstrated a new management mindset, shifting from an administrative management model to risk-based quality management; from pre-inspection to post-inspection based on data and digital technology; from an incentive mechanism to binding responsibility, transparency and strict sanctions.
For the first time, the Law requires the establishment of a national product and goods quality monitoring system, inter-sectoral data connection, post-inspection support, and quality risk handling. At the same time, it clearly regulates the management of goods sold on digital platforms, enhancing the responsibility of sellers and intermediary platforms in ensuring quality and handling consumer complaints.
The Law amending and supplementing a number of articles of the Law on Quality Assurance has comprehensively innovated the management method of Quality Assurance according to 9 major orientations, which are: Converting the quality management model according to risks; clearly define the principles of quality management suitable for each level of risk; regulating the reduction of administrative procedures for imported goods; applying digital technology, artificial intelligence (AI) and big data in supply chain management; building a modern national quality infrastructure; building a national product and goods quality monitoring system; managing goods quality on a digital platform; strengthening sanctions for handling violations, publicizing violations on a digital platform; supporting small and medium-sized enterprises in exporting.
Regarding the Law amending and supplementing a number of articles of the Law on Standards, Metrology and Quality (effective from January 1, 2026), according to Mr. Ha Minh Hiep, the Law has marked a comprehensive innovation in the thinking and management methods of the field of standards, metrology and quality. For the first time, there is a Declaration on standards: Standards, Metrology and Quality are fundamental management tools, covering all socio-economic fields, ensuring safety, quality, promoting innovation and quality of life. This is also the first time that the National Standards Strategy has been legalized as a long-term orientation tool; establishing a National Database on Standards, Metrology and Quality; legalizing support for small and medium-sized enterprises to access information on national and international standards to develop production and expand exports. The Law also stipulates the principle of "one product - one standard" nationally, ending overlapping management and increasing enforcement efficiency. In particular, the mechanism for unilateral recognition of international assessment results will help high-tech enterprises quickly access the market.

According to Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, the CNCNS Law (effective from January 1, 2026) is a major turning point in establishing a legal framework for new fields such as the semiconductor industry, artificial intelligence and digital assets. The law stipulates a strategy for developing specialized chips and linking global supply chains.
For AI, the law sets out the principle of "taking people as the center", requiring AI digital technology products to have identification marks, and the State provides the highest preferential policies to promote research, development, deployment, and use of AI. This is also the first time that digital assets, including virtual assets and encrypted assets, have guaranteed ownership, transactions, and security. Essential digital infrastructure such as AI data centers, centralized CNS zones, and national laboratories are prioritized for investment, creating a foundation for the strong development of digital transformation and Vietnam's digital economy.
In particular, the Law focuses on three pillars: developing human resources for the digital technology industry; attracting high-quality CNCNS human resources; and attracting and promoting digital industry talents.

Regarding the Law on Atomic Energy (amended), effective from January 1, 2026, Mr. Nguyen Hoang Linh, Director of the Department of Radiation and Nuclear Safety, said that the Law has created a comprehensive legal framework, consistent with the guidelines of the International Atomic Energy Agency (IAEA).
The law defines nuclear power as a national strategy, contributing to ensuring energy security and reducing carbon emissions. The new and important point is that nuclear safety and security management is unified by a competent state agency, according to international standards and manages the entire life cycle of the plant.
The Law also has a separate chapter on nuclear facility safety and promoting the application of atomic energy in medicine, agriculture, and industry, aiming at mastering technology and comprehensive digital transformation in this field.

Removing institutional bottlenecks, perfecting the legal corridor for science and technology, innovation and digital transformation
Also at the Press Conference, leaders of the Ministry of Science and Technology and representatives of professional units provided information and exchanged and answered many questions from journalists from press agencies, revolving around issues of public interest.
Responding to the question of how to soon put the five new Laws into practice, Deputy Minister of Science and Technology Bui The Duy said that the Ministry will issue decrees and circulars guiding the implementation at the same time as the Law takes effect, ensuring timeliness and not leaving "legal gaps" to slow down the implementation process. "The Law on Science, Technology and Innovation takes effect from October 1, 2025, so the accompanying decrees and circulars must also take effect on that date. Similarly, the decrees and circulars guiding the Law on CNCNS will take effect from January 1, 2026 to ensure consistency," the Deputy Minister emphasized.
A fundamental innovation mentioned by Deputy Minister Bui The Duy is the comprehensive transformation of the financial management mechanism in science and technology. structured, projects using the state budget will apply a lump sum mechanism, reduce administrative procedures and switch from pre-audit to post-audit... to enhance the initiative and flexibility of the presiding units. All financial activities will be made transparent through a digital platform, allowing for public monitoring, risk assessment and actual efficiency, instead of the formal control process as before.
Deputy Minister Bui The Duy said that a series of procedures will be shortened and simplified, creating conditions for businesses, research institutes and universities to be more proactive in participating in the implementation of science and technology tasks. Decentralization and delegation of authority will be expanded, enhancing autonomy, but still accompanied by strict post-audit supervision to ensure effective use of resources from the state budget.
According to Deputy Minister Bui The Duy, when the legal corridor is complete and the operating mechanism is flexible, science and technology, innovation and digital transformation will become an important driving force to promote economic growth, solving development problems at the local, industry and national levels.
The Deputy Minister affirmed, "The entire S&T ecosystem is being re-established - from laws, institutions, to financial mechanisms, governance and implementation. The consistent spirit is: Openness, efficiency, speed, accepting controlled risks and giving maximum authority to implement organizations. This is the foundation for Resolution 57 to truly 'run' and enter life."

In his concluding remarks, Deputy Minister of Science and Technology Le Xuan Dinh respectfully appreciated the agencies of the National Assembly, especially the Committee on Science, Technology and Environment, for their close and effective support throughout the process of developing and completing important law projects. In the coming time, dozens of decrees and circulars guiding the implementation will be completed so that the laws can be put into practice at the right time of taking effect.
Notably, according to Resolution 57, from now until the end of the year, the Ministry of Science and Technology will continue to be assigned to front over the development of 4 more draft laws, including: 1 new law, the Law on Digital Transformation, and 3 amended laws, including: the Law on High Technology, the Law on Technology Transfer, and the Law on Intellectual Property. Thus, in 2025 alone, the Ministry of Science and Technology will complete the submission of 9 draft laws - an unprecedented amount of work.
The Ministry of Science and Technology expects that these laws, together with three previously issued laws, including the Telecommunications Law, the Frequency Law and the Electronic Transactions Law, will fully and comprehensively establish a legal corridor for science and technology, innovation and digital transformation activities, in accordance with the spirit of Resolution 57 and major resolutions of the Central Committee.

At the end of the press conference, Deputy Minister Le Xuan Dinh emphasized that the draft laws recently passed by the National Assembly all aim at a consistent goal: Changing perceptions, in which the press plays a particularly important role in conveying the spirit of innovation, arousing social consensus and promoting unity in the political system. This is a prerequisite for realizing the strategic goals of Resolution 57, contributing to affirming the key role of science and technology, innovation and digital transformation in national development.
