Information and Communication Publishing House: Pioneer in digital transformation, leading in electronic publishing

Reporting at the Congress, Comrade Tran Chi Dat, Director and Editor-in-Chief of the Publishing House, said that in the period 2020 - 2025, the Publishing House has made a clear mark with many outstanding results. Publishing activities always achieved and exceeded the plan, with an average growth of 5-10%/year; in 2024 alone, it reached 142.5% of the plan.

During its tenure, the Publishing House has published over 300 books serving the Ministry’s projects, programs, and strategies; publications serving foreign propaganda accounted for 20%; books serving state management accounted for 30%. Notably, there are 4 books reaching over 150,000 readers, demonstrating the spread of knowledge in the community.

As one of the leading publishing units in digital transformation, the Publishing House has built and operated 3 digital platforms including: Book365.vn (publishing printed books), Ebook365 (digital publishing), and sachdientu.vn/ebook.gov.vn (national electronic books and newspapers). Electronic publications account for nearly 50% of the total number of books published annually, with many new formats such as multimedia e-books, 3D books, audiobooks, etc.

With the achieved results, from 2020 to present, the Publishing House has been honored to receive the Government 's Emulation Flag, the Minister's Certificate of Merit and many professional awards, including the B Prize of the 6th National Book Award (2023), 2 Encouragement Prizes in 2024.

At the Congress, delegates exchanged, discussed and agreed on the goals set for 2030 to bring the Publishing House into the Top 5 leading publishers nationwide in terms of number of books and revenue; become the leading unit in electronic publishing infrastructure and digital transformation. At the same time, strive to be recognized by the State Council of Professors as a prestigious national publisher in at least 2 sectors/interdisciplinary sectors.

Specific targets include: increasing publications and annual revenue by at least 10%; ensuring the rate of e-books reaches over 50%; workers' income each year is higher than the previous year; maintaining internal solidarity and the comprehensive leadership role of the Party Cell in all professional activities.

Speaking at the Congress, Deputy Minister of Science and Technology Bui Hoang Phuong highly appreciated the results achieved by the Publishing House, especially during the years of complicated pandemic developments; the unit has gradually innovated its working methods, streamlined its organization, saved costs and improved operational efficiency.

Deputy Minister Bui Hoang Phuong also noted that in the context of a sharp increase in the rate of private publications, if public publishing units do not innovate strongly, they will face the risk of falling behind. Digital transformation is an important lever. Publishers need to promote the application of artificial intelligence in editing, content checking, shortening processes and improving the quality of publications.

Deputy Minister Bui Hoang Phuong suggested that the Publishing House focus on developing specialized publications on science and technology, innovation and digital transformation; providing new knowledge of the industry on new technologies, strategic technologies, new products and solutions in the field of science and technology and digital transformation, contributing to the dissemination of the Party's, State's, Ministry's and the science and technology sector's guidelines and policies to the whole society; building a team of cadres with digital thinking and technology understanding.
