Promoting the role of focal point in attracting strategic investment projects

DNO - This afternoon, July 8, Vice Chairman of the City People's Committee Phan Thai Binh chaired a meeting with the Management Board of Economic Zones and Industrial Parks to listen to a report on the implementation of tasks in the first 6 months of the year and deploy directions and tasks for the last 6 months of 2025.

According to the report at the working session, in the first 6 months of 2025, the Management Board of Economic Zones and Industrial Parks (hereinafter referred to as the Management Board) advised on granting Investment Registration Certificates to 23 projects, with a total registered capital of more than VND 7,734 billion (equivalent to USD 299.2 million); including 3 industrial park infrastructure projects, 17 secondary projects, including both FDI and domestic projects.

In parallel with attracting investment, the Management Board has promoted the implementation of planning tasks, investing in infrastructure construction, with many key projects being promoted such as: Upgrading National Highway 14D, expanding Tam Thang Industrial Park, dredging Ky Ha channel, promoting socialized investment in Chu Lai Airport, implementing the construction of workers' housing in the old Tam Hiep commune; at the same time, suggesting the construction of many resettlement areas to serve the site clearance work.

In the field of land and environmental management, the Management Board has coordinated to complete procedures for many large projects, submitted for approval the list of land plots for bidding to select investors in new urban areas such as Chu Lai, Nguyen Tat Thanh, Tam Hiep; at the same time, closely coordinated to monitor wastewater treatment in industrial parks, ensuring compliance with environmental regulations, and not allowing major incidents to occur that affect production, residents' lives and businesses.

At the meeting, the Management Board also pointed out some difficulties and problems in the implementation process, specifically the slow determination of land rental prices in many industrial parks, affecting the progress of contract signing and project implementation by investors. Some projects have been approved for investment but cannot be implemented due to lack of clean land; compensation, support and resettlement in some areas are still prolonged.

In addition, the decentralization and authorization of the Management Board in the appraisal and licensing work is still limited, leading to the processing of administrative procedures taking a long time. Some zoning planning projects are behind schedule due to problems in procedures and coordination between related units.

The Management Board proposed to the City People's Committee some key contents to remove difficulties and speed up the progress of projects in the coming time, including: Directing departments, branches and localities in the project area to closely coordinate in site clearance work in industrial parks such as Tam Thang, Tam Anh - Han Quoc, An An Hoa; promptly promulgate land rental prices in industrial parks so that investors have a basis to sign contracts and implement projects.

Allow the establishment of detailed planning at a scale of 1/500 for resettlement areas and cemeteries to prepare for investment; issue regulations guiding the implementation procedures for projects using non-state budget capital; Authorize the Head of the Management Board to assess the approval of work permits, assess environmental impacts, and issue and adjust environmental licenses.

Concluding the meeting, Vice Chairman of the City People's Committee Phan Thai Binh acknowledged and highly appreciated the results achieved by the Management Board in the first 6 months of 2025; at the same time, he basically agreed with the recommendations and proposals raised.

The Vice Chairman of the City People's Committee requested the Management Board to continue to consolidate the organizational structure, improve management personnel and affiliated units to improve operational efficiency; review the coordination regulations with departments, branches and localities after the merger to ensure consistency in performing tasks.

The Management Board needs to shorten the administrative document processing process, increase the application of information technology, improve the quality of public services, create an open and favorable investment environment for businesses; focus on removing obstacles in site clearance, especially at key projects scheduled to start construction to celebrate National Day September 2.

Vice Chairman of the City People's Committee Phan Thai Binh emphasized that the Management Board must promote its role as a focal point for attracting strategic investment, especially in the southern region - identified as the city's key growth pole, with the core being the Chu Lai Open Economic Zone.
