To implement that policy, the Provincial Party Committee, People's Council and People's Committee of Dong Nai province (old) have issued resolutions and plans with the goal of building 10,000 houses by 2025 and at least 50,000 social housing units by 2030. Binh Phuoc province (old) also issued a project and decision with the goal of developing social housing for about 44,000 people in the 2021-2025 period, and about 133,000 people in 2030. Accordingly, a series of solutions have been implemented such as: land fund planning, investment promotion, organizing design idea competitions, issuing preferential policies for investors, etc. However, Dong Nai province (old) has only completed about 1,700 houses, not meeting actual demand. After the province's merger, thousands of officials, civil servants, public employees, and workers from Binh Phuoc province (old) moved to the provincial center to work and live, causing the gap between housing supply and demand to widen.
When the supply of social housing is limited, those in need are forced to switch to other types of housing such as: boarding houses, individual houses, and commercial apartments. This causes housing prices in central areas to increase sharply, putting more pressure on people with low and middle incomes.
According to Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc, to meet the immediate housing needs, the province will urge the acceleration of ongoing projects, and at the same time apply new regulations to designate investors to implement a number of projects using budget funds. At the same time, it will renovate and repair surplus headquarters after the merger, and utilize state-managed works to build official housing for officials.
In the long term, the province identifies social housing development as not only a solution to the housing problem, but also a foundation for promoting sustainable socio -economic development. Therefore, along with continuing to call for investment in projects according to the planning, the province will study more preferential policies on credit, tax, technical infrastructure investment, etc., to motivate businesses and people to participate in social housing development. Require investors of commercial housing projects to fulfill their obligations to develop social housing according to the law.
In particular, Dong Nai will flexibly apply Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies to develop social housing to address the urgent need for housing for cadres, civil servants, public employees and workers after the province's merger. Once the supply increases, housing prices will gradually "cool down". This is also a solution to help stabilize the real estate market, creating conditions for low- and middle-income people to settle down, thereby feeling secure in working and staying in the province for a long time.
