Ho Chi Minh City - Long Thanh Expressway expansion project will start on August 19

(Chinhphu.vn) - Investment procedures are being implemented by the Vietnam Expressway Corporation (VEC) in parallel with the goal of starting the investment project to expand the Ho Chi Minh City - Long Thanh Expressway this coming August.

The Ho Chi Minh City - Long Thanh Expressway expansion project is expected to start construction on August 19, 2025 and be basically completed in 2026.

Regarding the implementation of the investment project to expand the Ho Chi Minh City - Long Thanh expressway, Mr. Dang Hoai Nam, Deputy General Director of VEC (the implementing unit) said that on June 26, the Government Office issued Document No. 5889 notifying the opinion of Deputy Prime Minister Tran Hong Ha, basically agreeing to the proposal to implement the project according to the procedures for urgent works in order to start construction on August 19.

Implementing the direction of the Deputy Prime Minister, VEC and the Ministry of Finance are continuing to clarify the reasons for the necessity, urgency, socio-economic significance, and implementation roadmap.

Immediately after the Government officially approved the project in the form of an emergency construction project, VEC said it would direct consultants to immediately carry out the survey, design construction drawings, and cost estimates in parallel with the survey, prepare a feasibility study report; select contractors, approve construction drawings for each item of the package, and design and construct at the same time.

Ensure project commencement target on August 19, 2025

Currently, VEC has selected 3 consulting units (establishment, appraisal, supervision) to conduct the survey, prepare the feasibility study report, and stake out the project site clearance, led by the Transport Engineering Consulting Corporation. Up to now, the project feasibility study report has been completed by the consultant and submitted to the specialized construction agency for appraisal as a basis for approving the investment project, expected from July 15 to July 20.

At the same time, VEC has posted information on the project's environmental impact assessment consultation at the Ministry of Agriculture and Environment to carry out procedures for appraising the environmental impact assessment report according to regulations.

"Investment preparation procedures are being implemented synchronously, basically meeting the progress according to the roadmap reported to the Government, ensuring the target of starting construction on August 19," a VEC representative affirmed.

Regarding the project site, VEC said that according to the approved project investment policy, the site clearance work is divided into component projects and proposed to the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province to organize the implementation. Immediately after the project's feasibility study report is approved, VEC will hand over the site clearance piles to the local authorities to implement the next steps. VEC also committed to be responsible for fully and promptly arranging the capital to pay for the site clearance work according to the needs and progress proposed by the locality.

It is known that the land area is basically ready for construction, except for some areas that require additional land clearance, concentrated in Ho Chi Minh City and both sides of Long Thanh bridge.

The Ho Chi Minh City - Long Thanh Expressway Expansion Project has a total investment scope of nearly 22km. The starting point of the project is at Km 4+000 (Ring Road 2 Intersection) in Thu Duc City, Ho Chi Minh City. The end point is at Km 25+920 (Bien Hoa - Vung Tau Expressway Intersection) in Long Thanh District, Dong Nai Province.

In terms of scale, the Ring Road 2 - Ring Road 3 viaduct section (Km 4+000 - Km 8+44.5) will be expanded by 7.75m on each side to reach a scale of 8 lanes. Of which, the total width of the bridge is 42m including 2 units. The section from Ring Road 3 to the Bien Hoa - Vung Tau expressway intersection (Km 8+44.5 - Km 25+920) will be invested in expanding to a scale of 10 lanes.

The total preliminary investment of the project is about more than 15,337 billion VND. Of which, compensation, support and resettlement costs are more than 967 billion VND; Construction costs are more than 11,116 billion VND; Equipment costs are nearly 99 billion VND; Project management, consulting and other costs are more than 1,126 billion VND; Contingency costs are more than 1,980 billion VND.

The project is expected to start construction on August 19, 2025 and be basically completed in 2026.
