Two-level local government operates smoothly, expected to make breakthroughs in development

At the same time, they initially positively assessed the implementation of the 2-level local government organization model after the administrative unit arrangement.

Achieved positive results, people agreed

Speaking at the Conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in the first 6 months of 2025, thanks to the drastic and close direction of the Government and the effective coordination of ministries and branches, Ho Chi Minh City has achieved positive socio -economic results, creating an important foundation for higher growth in the coming time.

In particular, the implementation of the two-level local government model in Ho Chi Minh City after the merger was carried out synchronously and urgently. 168 communes and wards in the city officially operated the new model from July 1.

The Chairman of the City People's Committee affirmed that, up to now, all activities have been smooth, there have been no problems in handling administrative procedures, and people have agreed and highly supported. However, some difficulties still exist in the process of implementing the "non-territorial records".

In the coming time, Ho Chi Minh City will continue to perfect the two-level local government model, perfecting the apparatus in a streamlined and efficient manner, ensuring there are no bottlenecks in serving people and businesses.

Ho Chi Minh City is also urgently adjusting and updating its planning according to the new assignment after the merger. Accordingly, the city will be oriented to become a financial and high-tech center; Binh Duong will be an industrial capital; Ba Ria - Vung Tau will be a marine economic center. This is a strategic orientation, helping to reasonably allocate regional functions and create development momentum for the southern region.

In Bac Ninh, Mr. Vuong Quoc Tuan, Chairman of the People's Committee of Bac Ninh province, said that after merging administrative units, the two-level local government model in the province has operated relatively well, especially at public administrative centers from the province to communes and wards.

The reception and processing of administrative procedures took place smoothly and without major problems. Provincial leaders directly inspected many localities to grasp the reality, direct the removal of difficulties, and ensure the apparatus operates synchronously from the very beginning.

In Nghe An, Chairman of Nghe An Provincial People's Committee Le Hong Vinh said that, along with the whole country, Nghe An has completed the arrangement of 130 commune-level administrative units according to the two-level local government model.

After two days of operation, in general, public opinion has given good reviews, especially in handling administrative procedures, with no outstanding problems.

The province has publicly announced the address of the headquarters, the list of administrative procedures received and returned at the provincial and commune administrative service centers, and the hotline of the provincial and commune public administrative service centers. Completed the connection of the national public service portal, ensuring smooth, seamless, and uninterrupted operation.

When the Provincial Public Service Portal interface was closed, the Provincial Public Administration Service Center and 130 communal-level public administration service centers went into operation to receive records and process administrative procedures for people and businesses. In the first two days, 2,603 ​​records were received and processed - ranking fifth in the country.

Nghe An province has also assigned the temporary allocation of budget funds to communes and wards based on the estimates assigned by competent authorities at the beginning of the year to ensure the minimum necessary expenditure for commune and ward budgets after the merger.

At the same time, review the system of provincial directive documents, industry guidance documents to amend, supplement, replace and issue new ones, ensuring consistency and consistency with the Central regulations, especially the Government's Decrees on decentralization and delegation of authority. Urge and direct budget settlement, arrange headquarters and surplus assets after the merger, ensure efficiency and avoid waste in the area.

Effective operating model from day one

A bright spot in the process of operating a two-level government is Tan Phong Ward (Lai Chau Province) - a new administrative unit merged from two wards, one commune of Lai Chau City and two communes of Tam Duong District. With an area of ​​106 km² and a population of over 36,000 people, Tan Phong is one of the largest wards after the merger.

From the first day of operation (July 1), the administrative apparatus of Tan Phong ward has operated synchronously. Meetings of the People's Committee, People's Council, Party Committee, Fatherland Front and mass organizations were organized systematically, with specific plans, contents and clear assignment of responsibilities. The ward's public administration center operated smoothly, receiving and processing more than 100 administrative procedure files in the first two days, ensuring compliance with the prescribed time.

Regarding facilities and human resources, the ward has been arranged with headquarters and basic working equipment to meet work requirements. The work of digitizing and classifying records from old units has also been fully implemented.

Representatives of Tan Phong Ward, Lai Chau, initially assessed that after two days of operating under the 2-level local government model, the work content was carried out on schedule, closely following the instructions of the province and the Central Government. Officials and civil servants basically had a high sense of responsibility, consensus and agreement to accept professional tasks when the ward came into operation. Equipment such as computers, printers, and working tables and chairs were basically guaranteed and met the work requirements in the initial stage.

However, because the staff and civil servants had to simultaneously handle two tasks, both old and new, especially in 3 days (June 28, 29 and 30) to carry out the tasks of reviewing, handing over documents and assets, ensuring progress, and ending the activities of the district-level local government, it somewhat affected the time and resources for operating the new local government model.

Furthermore, the Party Committee and People's Committee offices are currently located in two different locations, causing inconvenience in directing, operating, and organizing conferences. The ward also proposed that competent authorities organize professional training for officials and civil servants working at the public administrative service center, focusing on communication skills, software use, and digital transformation.
