The Directive clearly stated that, in recent times, with the close and timely direction of the Government, Central Ministries, branches, the Provincial Party Committee, the Provincial People's Committee, along with the efforts of all levels, branches, agencies, organizations, localities, business communities and people in the province, Thanh Hoa tourism has had many strong changes: tourism infrastructure has been invested synchronously and modernly; tourism products and services have been focused on upgrading towards professionalism and high quality; tourism promotion and advertising have had many innovations; awareness of all classes of people about tourism development has been raised; tourism environment has changed positively...; thanks to that, the province's tourism indicators have always achieved high growth rates, contributing significantly to promoting local socio -economic growth, creating jobs and promoting the cultural image and people of Thanh Hoa, gradually shaping, building position, affirming Thanh Hoa tourism brand on the tourism map of Vietnam.

However, besides the achieved results, Thanh Hoa tourism still has limitations and shortcomings. State management in some localities is not really effective; environmental issues, hygiene and tourism safety are not sustainable; service quality is uneven, many large tourism projects have not had their difficulties and obstacles resolved in a timely manner, slowing down the formation of new, high-end products and services; the attraction of Thanh Hoa tourism to international visitors is still modest; digital transformation in tourism has not kept up with development requirements; the quality of tourism labor is still low compared to standards and requirements, especially communication culture, professional skills, etc. Tourism products identified as the province's strengths, although prioritized for investment and exploitation resources, still have many limitations.

To improve the quality of services and the image of Thanh Hoa tourism, build and develop Thanh Hoa tourism in a civilized - professional - safe - friendly direction; strive to make Thanh Hoa tourism a key economic sector of the province, by 2030, Thanh Hoa is one of the centers of the North Central region and the whole country in terms of tourism, the Chairman of the People's Committee assigned the Provincial Tourism Development Steering Committee to enhance its proactiveness, promote its assigned roles, functions and tasks, promptly advise the Provincial People's Committee, the Chairman of the Provincial People's Committee to direct the implementation of tasks and solutions for tourism development in accordance with the two-level local government organization model.
Directing the completion of the Steering Committee in July 2025 by adding members representing local leaders and the Management Board of key tourist areas of the province; assigning responsibilities to members in monitoring, urging, and regularly inspecting tourism development work, ensuring the best conditions for welcoming and serving tourists in the management field and in the localities assigned to monitor and take charge; promptly grasping and removing difficulties, meeting the requirements of tourism development in the new situation; proactively reporting and proposing issues beyond the authority (through the Department of Culture, Sports and Tourism) to synthesize and report to the Provincial People's Committee, the Chairman of the Provincial People's Committee for direction and administration.
Assign provincial departments, branches, sectors and units to continue to disseminate, thoroughly understand, widely propagate and resolutely and fully implement the 2017 Tourism Law, Resolutions, Decisions, Directives and Telegrams of the Central Government related to tourism development in general and Thanh Hoa tourism in particular; plans, programs, projects, plans and documents directing the province's tourism development that have been issued; at the same time, promote propaganda and promotion of Thanh Hoa tourism on the entire system of websites and electronic information portals of agencies and units; orient and encourage organizations, businesses and individuals to actively introduce the province's tourism potential on social networking sites.
Strengthen the effectiveness and efficiency of state management of tourism according to the assignment and decentralization of management, associated with promoting the responsibility of the head; proactively guide and support the following communes and wards to arrange and ensure smooth and effective operation of administrative procedures in the tourism sector; focus on reviewing, presiding over or coordinating with local authorities to completely remove difficulties and obstacles in implementing tourism projects in the area; at the same time, urgently implement the tasks in the Provincial Tourism Development Program 2025; focus on synchronously implementing tasks and solutions to rectify and improve the quality of tourism service business activities in the province.
The Provincial People's Committee requests Directors of departments, Heads of provincial-level departments, branches and units, Chairmen of People's Committees of communes and wards in the province to focus on directing the strict implementation of the contents of this Directive; periodically before June 15 and December 15 every year, report on implementation results, reflect difficulties, problems and recommendations, proposals (if any), send to the Department of Culture, Sports and Tourism for synthesis, report to the Chairman of the Provincial People's Committee for direction and administration./.
