Towards the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), on June 30, 2025, the Prime Minister issued Official Dispatch No. 102/CD-TTg on continuing to take good care of the lives of people with revolutionary contributions on the occasion of the 78th anniversary of War Invalids and Martyrs Day.
Accordingly, in the Official Dispatch, the Prime Minister requested: Ministries, ministerial-level agencies, Government agencies, and Party Committees to direct the People's Committees of provinces and centrally-run cities, based on their assigned functions and tasks, to continue to effectively implement Directive No. 14-CT/TW dated July 19, 2017 of the Secretariat on continuing to strengthen the Party's leadership over the work of people with revolutionary contributions; Resolution No. 42-NQ/TW dated November 24, 2023 of the Central Executive Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of national construction and defense in the new period; Ordinance on preferential treatment for people with revolutionary contributions and activities commemorating the 78th anniversary of War Invalids and Martyrs Day.

The Ministry of Home Affairs shall preside over and coordinate with ministries, agencies, and Party Committees to direct local authorities to: Organize practical, solemn, and effective activities to commemorate the 78th anniversary of War Invalids and Martyrs Day at the central level; promptly guide provinces and cities to consider and appraise the recognition of people with meritorious services to the revolution to ensure publicity and transparency; promptly coordinate with the Ministry of National Defense and the Ministry of Public Security to effectively carry out the work of identifying the remains of martyrs with missing information.
The Ministry of Finance shall preside over and coordinate with ministries, agencies and localities to arrange and ensure budget funds, and guide provinces and centrally run cities to fully and promptly implement policies and regimes for people with revolutionary contributions. The Central Committee of the Ho Chi Minh Communist Youth Union and the Central Committee of the Vietnam Veterans Association shall launch a youth volunteer movement to care for war invalids, sick soldiers, families of martyrs and people with revolutionary contributions, and a movement to renovate and care for works honoring martyrs to ensure they are "bright - green - clean - beautiful"; each martyrs' cemetery is a flower garden to pay tribute to and commemorate the heroic martyrs who sacrificed for the Fatherland and the people....
In addition, the Party Committee directed the People's Committees of provinces and centrally-run cities to promptly carry out administrative procedures in considering and recognizing meritorious people and paying preferential allowances to ensure smoothness, efficiency, and no interruption when arranging administrative units and implementing the 2-level local government model; Organize visits and give gifts to meritorious people and martyrs' relatives promptly, fully, and to the right subjects....
Implementing the policies of the Party and the State, in recent years, the work of people with revolutionary contributions has been actively deployed by agencies and units under the Ministry of Culture, Sports and Tourism. The movement "All people take care of families of war invalids, martyrs and people with revolutionary contributions" and support the "Repaying gratitude" fund has been increasingly developed, the lives of families of people with revolutionary contributions have been constantly improved.
However, in order to better perform the work of "Repaying gratitude" as well as effectively implement the Prime Minister's Official Dispatch No. 102/CD-TTg on continuing to take good care of the lives of people with revolutionary contributions on the occasion of the 78th anniversary of War Invalids and Martyrs' Day, the Ministry of Culture, Sports and Tourism requests that agencies and units under the Ministry thoroughly grasp Official Dispatch No. 102/CD-TTg of the Prime Minister, continue to take good care of the lives of civil servants, public employees, and workers who are war invalids and children of martyrs currently working at their agencies and units. Depending on the actual situation of the agency or unit, organize to encourage, visit, and give gifts to civil servants, public employees, and workers who are war invalids and children of martyrs promptly, adequately, and to the right people./.
