
Speaking at the opening of the meeting, National Assembly Chairman Tran Thanh Man stated that in order to carry out tasks and prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term taking place on March 15, 2026, the National Election Council held its first meeting. The Council discussed, commented on and approved a number of drafts such as: the submission of the National Assembly Standing Committee on the issuance of resolutions and working regulations; the expected agenda of the National Election Council meetings; and the assignment of tasks to agencies to prepare documents for the election...

“The contents that were commented on are all important, contributing to shaping the operation method of the National Election Council, clearly defining the responsibilities of each member, and assigning specific tasks to relevant agencies to ensure smooth, synchronous, and effective coordination throughout the election process,” National Assembly Chairman Tran Thanh Man emphasized.
At the meeting, delegates pointed out that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term takes place in the context that for the first time, localities nationwide are operating a two-level local government model, so there must be specific and strict instructions on direction to ensure the election is successful; promote propaganda work closer to the people, combine construction and opposition, resolutely and proactively fight against erroneous and hostile viewpoints...

Based on the comments and concluding remarks of the meeting, the National Assembly Chairman assigned the Standing Committee of the Delegation Affairs Committee and the Secretary General and Head of the National Assembly Office as the two permanent focal points responsible for revising, completing, and submitting to competent authorities for signing and promulgating documents according to regulations so that the National Election Council, the supporting subcommittees, and the supporting apparatus can soon operate and proactively carry out work according to the roadmap and plan, especially the development and promulgation of guiding documents to specify the laws recently passed by the National Assembly, related to the election work.
The National Assembly Chairman noted that the assignment of members needs to be complete, with clear people, clear tasks, and clear responsibilities; linked to the responsibilities of relevant agencies, organizations, and localities. “As before, the election of deputies to the 15th National Assembly and People’s Councils at all levels had the district level, but now there is no district level, so what will be the role of the provincial and communal levels?” the National Assembly Chairman gave an example.
On the one hand, it requires absolute assurance of the principles of democracy, discipline, publicity, transparency and compliance with the law in the election work. On the other hand, the National Assembly Chairman also requires enhancing the supervisory role of the people, the Vietnam Fatherland Front and socio-political organizations in the election work.
According to the National Assembly Chairman, the core of the election work is still to carry out personnel work in a strict, objective, and standard manner, ensuring a reasonable structure and representation ratio. Personnel work, when carried out strictly, objectively, and done correctly from the beginning, will limit complaints and petitions, and at the same time contribute to determining the quality of the new National Assembly deputies.
The National Assembly Chairman also proposed to increase the application of information technology and artificial intelligence in all stages of the election process to ensure smooth operation to all 34 provinces and cities, and 3,321 commune-level administrative units nationwide.

Before closing, 100% of the members present voted to approve in principle the draft resolutions presented at the meeting.
