From 7:00 a.m., Phu Loi Ward People's Committee began receiving, processing and returning results of documents. Results are returned in electronic form, digitally signed and stored in the database, convenient for searching. Mr. Tran Van Nhanh, Chairman of Phu Loi Ward People's Committee, said that the ward has completed the organizational structure, assigned specific tasks to each cadre and civil servant. After 2 trial operations on June 23 and June 26, the ward has put into operation the Public Administration Service Center, online meeting room, document management system and received people's recommendations, ensuring smooth, effective and synchronous official operations.
Like Phu Loi ward, other localities are actively preparing for the new administrative model. At the end of June, Soc Trang ward completed the trial operation. The Public Administration Service Center here has been invested in and upgraded synchronously, from facilities to information technology systems. After being trained, civil servants have mastered the use of document management software, digital signatures, document digitization processes and processing procedures on the National Public Service Portal. Thanks to that, the system operates stably and without interruption, contributing to improving the quality of service to the people.
The atmosphere of preparing to operate the new government model also took place urgently and seriously in Tan Thanh commune. The first working day of cadres and civil servants at the new headquarters was very exciting, work efficiency was put first. Tan Thanh Commune Public Administration Service Center is fully equipped with machinery, scientifically arranged and operated smoothly.
Mr. Thach Khuol, residing in Soc Dong hamlet, Tan Thanh commune, shared: “I went to the Tan Thanh Commune Public Administration Service Center to carry out administrative procedures. As soon as I arrived at the door, the staff greeted me politely and gave me enthusiastic instructions. The staff here also guided people to submit their applications online. When the process was completed, the staff would call to receive the results, which was very convenient.”
Ms. Nguyen Thi Kieu Linh, Secretary of the Tan Thanh Commune Party Committee, said: “The facilities of the Tan Thanh Commune Public Administration Service Center are spacious, clean, and airy. We also closely coordinate with all levels and sectors to resolve difficulties and problems in the process of operating the new apparatus. The highest wish of the leaders of the Party Committee and the People's Committee of the new Tan Thanh Commune is that the commune government apparatus will operate smoothly, ensuring good service to the people and businesses.”
Tran De Commune was established on the basis of merging Tran De Town, Dai An 2 Commune and Trung Binh Commune. Mr. Ho Quang Dai, Chairman of Tran De Commune People's Committee, said: "We have completed the review and arrangement of staff, civil servants and public employees according to the requirements of the new model. At the same time, we organize training courses on professional skills and management skills to help staff grasp the assigned functions and tasks". The Director of Tran De Commune Public Administration Service Center proposed using non-professional staff in the commune to support and guide people to carry out administrative procedures. This has received many positive responses from the people.
The policy of reorganizing the local government apparatus according to the 2-level model has received consensus and expectations from the majority of people, especially in areas with a large population of ethnic minorities. Mr. Ly Lai, residing in Tra Quyt hamlet, Phu Tam commune, shared: “Organizing a 2-level local government apparatus is a major policy of the Party and State to streamline the apparatus and improve the efficiency of serving the people. The merger will help concentrate resources more, invest in better infrastructure; from there, people's lives will also be improved”. Mr. Ly Lai hopes that the new government will continue to promote closeness to the people, understanding the people, especially ethnic minorities. According to him, the Khmer people where he lives are still limited in accessing administrative procedures because they are not fluent in the common language. Therefore, he hopes that the government will pay attention to arranging officials who know Khmer, creating favorable conditions when people come to do paperwork.
With careful preparation, a spirit of innovation and high consensus from the people, the two-tier government model in localities shows the political system's strong determination in administrative reform, taking people as the center of service. This is not only a change in the organizational structure, but also clearly demonstrates the determination to build a government close to the people, by the people, and for the people.
