According to Official Dispatch No. 03/CV-BCĐ dated April 15, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model, the team of non-professional workers at the commune level will end their duties from August 1, 2025.

However, after the survey and listening process from the groundswells, the Government has issued new instructions according to Official Dispatch No. 12/CV-BCD dated June 20, 2025, allowing the extension of the usage period until before May 31, 2026.

"Over the years, non-professional cadres at the commune level have made great contributions to the locality. All the work carried out by the commune is related to and calls upon this team, from going to villages and hamlets to promote and mobilize policies or implementing socio -economic development tasks. Non-professional cadres are the ones who connect and grasp the people's thoughts, helping policies come into real life," said comrade Lam Ngoc Quyen, former Party Secretary of Quang Thuan commune (now Bach Thong commune, Thai Nguyen province).

As Deputy Secretary of the Quang Bach Commune Youth Union, Ms. Hoang Thi Phuong (born in 1998) expressed: As Deputy Secretary of the Commune Youth Union, in the past time, I have organized youth activities with the Executive Committee, first road construction, participated in community digital technology teams and social security programs. In the future, when the activities of the non-professional staff at the commune level end, if the locality needs, I am ready to participate in community activities as a union member, a young person who has grown up from the movement.

We are the ones who go from house to house, to each village, grasp the feelings, and mobilize people to work together. Sometimes we have to walk all day to reach the residential area at the end of the commune or village. But we have never hesitated, because we consider it a responsibility - Ms. Hoang Thi Son, Vice President of the Farmers' Association and Vice President of the Women's Association of Cam Giang commune.

After the merger, the whole province has more than 3,000 non-professional cadres at the communal level, most of whom have appropriate professional qualifications, practical experience and in-depth understanding of the area.

The team of non-professional cadres at the commune level, including population, culture - sports, mass organization, and part-time workers in villages and hamlets, is an effective "extension" of the commune government.

In remote areas with large areas and scattered populations like the mountainous communes of Thai Nguyen today, their presence helps maintain state management activities at the most basic level.

Currently, Bach Thong commune has 13 part-time cadres, including 7 university graduates. "Many comrades have good capacity and expertise, if properly arranged, they will continue to promote their effectiveness in the community," said comrade Ma Thi Man, Secretary of the Party Committee of Bach Thong commune.

Qualified individuals may be a source of succession for the two-tier local government model.

Not only in Bach Thong commune, but also in many other communes and wards across the province, the non-professional staff are all people with professional qualifications and practical experience. For those who meet the requirements for qualifications, the local government can consider training and fostering them to be a source of successors for regular positions in the future.

From being designated position holders, non-professional cadres can move to other more flexible and diverse forms of social participation. This initiative is the basis for the government to arrange and reuse this human resource, avoid waste and at the same time stimulate local internal strength.

Comrade Vu Van Yen, Deputy Director of Thai Nguyen Department of Home Affairs, said: Those who used to be part-time cadres, have experience, understand the area and are dedicated are very valuable resources in the current context.
