Thai Nguyen province is determined to complete housing support for people with revolutionary contributions before July 27, 2025; complete the goal of eliminating temporary and dilapidated houses before August 31, 2025.

Thanh Mai commune was established on the basis of merging 3 communes Thanh Mai, Thanh Van and Mai Lap, with a total natural area of over 111km2, including 20 villages with over 7,350 people. Currently, the commune has 347 poor households and 257 near-poor households. Through screening, there are 137 households in the commune that are subject to temporary and dilapidated houses (126 houses were rebuilt and 11 houses were repaired).

Up to this point, the locality has started construction on 114 houses, 48 houses have been completed, 23 houses have not started construction; there are still 37 households with temporary, dilapidated houses that do not need to be built in 2025.
Recently, the Commune Steering Committee has assigned members in charge of villages and hamlets to coordinate with Party committees, the Fatherland Front and groundswells mass organizations to review, count and make direct commitment records at households with temporary and dilapidated houses.
However, some appliances eligible for support are facing economic difficulties and lack of counterpart funds, while material prices are high; mountainous terrain makes it difficult to transport materials, and floods have affected the progress of implementation.

At the meeting, Thanh Mai commune proposed to the provincial delegation to continue to pay attention to investing in facilities, working equipment, building official houses for officials working from far away; removing land problems for some households when building houses but have not been granted land use right certificates...
Speaking at the meeting, Chairman of the Provincial People's Committee Pham Hoang Son highly appreciated Thanh Mai commune for overcoming all difficulties and achieving initial results in operating the new government apparatus. He emphasized that Thanh Mai needs to urgently review, evaluate and prepare a comprehensive report on socio-economic development, national defense, security, Party building work; key tasks set out in the coming time, in which difficulties, obstacles and proposals and recommendations should be presented to the Provincial People's Committee for consideration and resolution.
Take the initiative in content, programs, and plans in preparing for organizing party congresses at all levels to ensure efficiency and quality. With 23 household subjects to temporary and dilapidated houses being removed, the commune needs to propagate and mobilize to start construction before July 15, 2025, proactively using local resources and human resources to ensure the progress set by the province.

After grasping the actual situation and listening to the report on the results, advantages, difficulties and proposals of Cho Ra commune, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee requested leaders, cadres and civil servants to go to the groundswell to closely coordinate with the Party cell secretaries, village and hamlet chiefs, and the Front's working committee to review and report to clarify the causes of each case of temporary and dilapidated houses being removed but not yet registered for implementation, but not able to respond or registered other problems to have specific solutions.
In the immediate future, Cho Ra commune needs to proactively and urgently review the data, subjects, and criteria of household subject to the elimination of temporary and dilapidated houses, especially those with revolutionary contributions and relatives of martyrs. Mobilize maximum resources to support households in especially difficult circumstances, and strive to complete the elimination of temporary and dilapidated houses on schedule.

According to the report, in 2025, Cho Ra commune has a total of 140 households registered to remove temporary and dilapidated houses (including 120 eligible households, 20 eligible households but did not register to implement despite being propagated and mobilized and signed a commitment).
Up to now, the locality has 23 households that have not started construction. During the implementation process, in addition to the objective reasons due to the price of raw materials and the impact of the weather, the leaders of Cho Ra commune also openly pointed out the subjective reasons such as limited leadership, direction, operation, propaganda and mobilization, affecting the implementation progress.

* On the same day, working delegations led by members of the Provincial Party Standing Committee, leaders of the Provincial People's Committee, and members of the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in the province also inspected the following communes: Cuong Loi, Bang Thanh, Thuong Minh, Na Phac, Nam Cuong, Phu Loc, Nghien Loan, Ba Be, Hiep Luc, Nghia Ta, Cao Minh, Thuong Quan, Dong Phuc and Ngan Son. At the same time, they inspected and grasped the situation of the operation of the government apparatus in the newly established communes, especially the difficulties and obstacles to synthesize and advise the provincial leaders to promptly direct and resolve them in accordance with reality.
At the inspection, the working delegations of the Provincial Steering Committee acknowledged and commended the efforts of local Party committees and authorities, and the efforts of the people. At the same time, they requested the communes to urgently review the household eligible for support but not yet registered, clearly stating the difficulties and obstacles and closely following each specific cause to promote and mobilize the household. Eligible household items, which have been funded but have not yet started construction, need to promptly implement before July 15.
The working delegations noted that localities should continue to carry out propaganda and mobilization work well, coordinate with relevant sectors to synchronously and drastically implement solutions, and strive to complete the goal of eliminating temporary and dilapidated houses in the whole province before August 31, 2025.
Among the 37 communes implementing the Program to eliminate temporary and dilapidated houses in the province, Thuong Quan is the locality facing many difficulties due to the large number of households subject to the elimination of temporary and dilapidated houses, and difficult terrain and traffic conditions. According to the report, the commune currently has 178 households with housing difficulties. In 2025 alone, 61 houses were approved for support, including 4 houses for meritorious people, 36 houses under national target programs, and 21 houses from the Temporary Housing Elimination Program. To date, 19 houses have been completed; 20 houses are under construction; 22 houses are expected to start construction. Thus, there are still 117 households that have not registered to build new houses. The reasons are due to lack of counterpart funds, custom of choosing the day and year to build a house; some households do not meet the legal conditions regarding land. |
