Right from the first days of operating the 2-level local government model, hundreds of union members and youths in Lam Dong province have joined forces to support people in carrying out public administrative procedures online, contributing to promoting administrative reform and digital transformation from the foundations, towards a modern administration.

SUPPORTING PEOPLE TO IMPLEMENT MODERN ADMINISTRATIVE PROCESSES

In early July, along with the official operation of the two-level local government model, the green shirts of the youth union members quickly appeared at the Public Administration Service Centers of wards and communes to help people with procedures and documents.

People are guided to the correct counter to carry out administrative procedures according to their needs.

At the Lang Biang - Da Lat Public Administration Service Center, people were bustling to do procedures right from the beginning of office hours. The atmosphere was crowded but not chaotic, because right from the moment they entered the Center's door, people were quickly supported by a team of union members and youths, guiding them step by step, from getting a queue number at the Kiosk, performing on electronic devices, checking documents, giving directions to the correct reception counter, to logging operations into their accounts on the VNeID electronic identification application...

Mr. Pham Duc Tuyen, Secretary of the Lang Biang Ward Youth Union - Da Lat said: "The members and youth participating in supporting at the Public Administration Service Center are all members of the Community Digital Technology Teams of the villages and residential groups of the old communes and wards before the merger. They are all familiar and experienced with the tasks in the process of supporting the implementation of Project 06. Therefore, the operations to support people in the new ward are also carried out smoothly and quickly by the members and youth.

Volunteers help people fill out applications, making procedures quicker and more convenient.

Standing at the online public service kiosk, volunteer Le Thi Thanh Van not only helps people get a queue number according to their needs and the area where they need to carry out administrative procedures, but also explains the process, copies documents, and writes documents for people when necessary. “We especially focus on supporting ethnic zones and the elderly, who have little access to digital technology. Although we have to talk and operate continuously to promptly support a large number of people, we are still very happy because we have contributed to helping professional staff and people save time and effort when carrying out administrative procedures.”

She expressed her satisfaction: "There were a lot of people coming to do the procedures and everyone was confused, but with the union members and youth enthusiastically supporting me, I felt very convenient. Especially, when you guys guided me to write the information, I also avoided mistakes so I didn't have to write it over and over again, so I didn't waste a lot of time being confused like before".

The Public Administration Service Center of communes and wards has had a large number of people coming to carry out administrative procedures since the first days of operation.

PROMOTE PROACTIVE SPIRIT IN DIFFICULT, NEW WORK

At the National Conference of the Steering Committee for the 2025 Summer Youth Volunteer Campaign held on July 1, the Central Secretariat of the Ho Chi Minh Communist Youth Union requested provincial and municipal youth unions to establish 3,321 youth volunteer teams to support people in the context of the country officially operating a two-level local government. At the same time, it requested that all levels of the Youth Union be creative in organizing activities, adapting quickly to the new context, and not interrupting movement activities and activities accompanying people and children.

According to information from Lam Dong Provincial Youth Union, implementing the direction of the Central Youth Union, the whole province is currently deploying 124 youth volunteer teams to support people when implementing 2-level local government in communes, wards and special zones in the province. This is also identified as one of the important tasks in this year's Summer Youth Volunteer Campaign. The arrangement of the 2-level local government apparatus will generate many new tasks, requiring the participation of youth volunteers to promptly support people, especially in localities with large areas, large populations, border areas and islands.

In Lac Duong commune - a locality where more than 87% of the population are K'Ho ethnic minorities, every day, the commune Youth Union has assigned 5 to 10 members and young people to be on duty at the Public Administration Service Center to be ready to support the people.

Mr. Nguyen Tuan Anh - Secretary of Lac Duong Commune Youth Union said: "From July 1st to now, the Community Digital Technology Team of the villages has quickly mobilized to guide people to look up and support the installation of public service applications and personal identification codes. In addition to providing detailed instructions to people when coming to do administrative procedures at the Public Administration Service Center, we also increased explanations of things that people do not understand or do not fully understand about the operation of the new model so that people, especially ethnic, can quickly access it."

The activities of the youth in the whole province in the early days of operating the 2-level local government model have contributed to promoting digital transformation, moving towards e-government, improving the effectiveness of administrative reform. At the same time, they continue to demonstrate the renewed spirit and responsibility to the community of the young generation in the new period of the locality and the country.
