Brazilian Ambassador to Vietnam Marco Farani
Speaking to the Government E-newspaper, Brazilian Ambassador to Vietnam Marco Farani said that the 17th BRICS Summit (the Summit) will be held from July 6-7 in Rio de Janeiro, under the rotating chairmanship of Brazil, with the main theme "Strengthening South-South cooperation for sustainable and inclusive global governance".
The agenda of the Summit will discuss six main issues: Reform of the multilateral peacekeeping and security architecture; cooperation in the health sector; improvement of the international financial system; climate crisis; artificial intelligence; strengthening the institutionalization of BRICS, including expanding participation and dialogue with different social groups.
Welcome Vietnam to become a partner country of BRICS
According to the Ambassador, BRICS brings together the world's leading emerging economies and has become a priority mechanism to address economic bottlenecks that pose major challenges to the development of developing economies. Therefore, forming trade partnerships, accessing innovative technology, improving connectivity and attracting investment in infrastructure are topics that are always present on the BRICS agenda.
The role of BRICS is becoming increasingly important, especially in the context of unstable international relations, especially the escalation of conflicts and economic fluctuations, along with the rise of protectionist trends that hinder the development of normal trade flows and the prosperity of countries.
The huge potential of BRICS is clear: The bloc currently accounts for 40% of the global economy, 23% of global GDP, 18% of international trade, 42% of the world's population, 30% of the planet's land area with 3.2 billion people, 36% of global GDP at purchasing power parity (PPP) and 72% of the world's rare earth reserves.
According to the International Monetary Fund (IMF), while industrialized countries are witnessing a decline in economic growth (from 2.7% in 2022 to 1.4% in 2023), developing countries in the "Global South" group recorded economic growth of about 4% this year. The BRICS emerging markets are increasingly consolidating their position as the fastest growing economies in the world.
Vietnam's development goals are fully consistent with the positive actions and practices of BRICS, and contribute to strengthening multilateral cooperation.
By participating in this BRICS Summit, in addition to promoting connectivity and strengthening the supply chain, Vietnam will be able to strengthen cooperation with other members in the environmental field and promote partnerships in energy transition, as well as in initiatives to promote access to innovative technologies. At the political and diplomatic level, like Brazil, Vietnam has demonstrated its commitment to promoting global peace and stability, as well as supporting a more representative global governance on the international stage.
The Ambassador emphasized that, through an official statement, the Brazilian Government, in its role as rotating Chair of BRICS, welcomes Vietnam's decision to join BRICS as a partner country.
"This will contribute to further enhancing the bloc's potential, highlighting the importance of BRICS in the international arena and its central role in global trade value chains, while reinforcing the importance of multilateralism. Vietnam is a stable country, with a dynamic, efficient economy and clear growth targets, and harmoniously integrated into value production chains," Ambassador Marco Farani shared.
The Ambassador also expressed his hope that Vietnam will actively cooperate with member countries to achieve goals in the fields of trade, investment, energy transition, sustainable environmental and social development, connectivity and creating equal opportunities in accessing innovation.
The Prime Minister's visit demonstrates the special importance of the Vietnam - Brazil friendship.
Prime Minister Pham Minh Chinh made his first visit to Brazil in 2023, opening a new phase in bilateral relations. During the visit, the Prime Minister met with President Lula da Silva, visited important Brazilian businesses, and met with many entrepreneurs.
Last year, Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to the G20 Summit in Rio de Janeiro. During the visit, the two countries sought new cooperation opportunities in a variety of areas, including sports, aviation, high-tech agriculture and energy transition.
On that occasion, together with President Lula da Silva, the two sides announced the establishment of a Strategic Partnership, bringing bilateral relations to a new height.
"This time, the Prime Minister will return to our country for the third time. I am particularly confident that, through this visit, the Prime Minister will make important contributions to the discussions on the agenda at the Conference. With his modern vision and international experience, the Prime Minister will bring constructive views on key issues affecting developing countries, such as energy transition, economic and financial cooperation, as well as equal access to innovation," the Ambassador expressed.
Regarding bilateral cooperation in recent times, the Ambassador said that Vietnam and Brazil have long maintained a positive and balanced political and economic dialogue relationship throughout the 36 years of establishing diplomatic relations.
"In recent years, bilateral relations have made strong strides, with an increase in high-level visits and the interest of both countries in seeking opportunities and diversifying areas of cooperation," the Ambassador emphasized.
As a result, bilateral trade reached a new record of US$8 billion; dialogue in the fields of science, technology and innovation was strengthened; an action plan in the field of defense was signed, and closer ties in the field of high-tech agriculture were established; and initiatives in the field of energy transition were vigorously promoted.
The growing bilateral partnership is a clear demonstration of the level of "maturity" that the two countries have achieved in their friendship and cooperation, the Ambassador said.
This year is a particularly promising one for bilateral relations, marked by the State visit of President Luiz Inácio Lula da Silva, accompanied by a large business delegation and senior officials from the Brazilian Congress and Government to Vietnam.
On this special occasion, the two governments issued a Joint Statement, paving the way for promoting cooperation such as opening the Vietnamese market to beef imported from Brazil and Brazil's recognition of Vietnam as a market economy, especially with the gradual implementation of the Action Plan within the framework of the Strategic Partnership.
The future of cooperation is wide open in Vietnam - Brazil relations
Referring to the orientation of bilateral relations in the coming time, the Ambassador shared that in 2025, the goals of the Action Plan signed by the two countries during President Lula da Silva's visit last March will continue to be implemented, marking an important step forward in expanding the market in both directions.
Brazil and Vietnam have many similarities and complementarities, important factors contributing to an increasingly strong partnership and promoting bilateral trade. In the context of rapidly developing artificial intelligence processes, green economy and high-tech applications, the inclusion of innovation in the economic and trade cooperation program is becoming increasingly urgent.
"I believe that Brazil and Vietnam have great prospects for cooperation in the field of energy transition, a field in which Brazil has outstanding experience and has become a global model in renewable energy development, especially in the implementation and dissemination of the ethanol program," said the Ambassador.
Cooperation in the field of high-tech agriculture is also at an important stage. The recent announcement by JBS Group, one of Brazil’s largest agricultural exporters, of its decision to invest in two meat processing plants in Vietnam, with an initial total value of 100 million USD, will create conditions for Vietnam to become a distribution center in this field in Southeast Asia.
In addition, the two countries also have great potential for cooperation in areas such as cybersecurity, semiconductors, digitalization, green agriculture, biofuels and new farming technologies, including forest restoration.
"I have full confidence in the positive results in the coming years from the current effective dialogue between the two governments, as well as the solid cooperation not only at the bilateral level but also at the multilateral level," Ambassador Marco Farani said.
