Local authorities allocate funds to temporarily repair irrigation works in A Luoi communes to serve summer-autumn crop production.

Many buildings damaged

The entire old A Luoi district has about 80 large and small irrigation works distributed in the localities. With steep hilly terrain and large flows, every year, after floods, the irrigation works here often experience landslides and siltation, unable to store and lead water for production.

Recently, the Irrigation Company inspected the current status and proposed to prioritize the allocation of funds of about 2.65 billion VND to repair and fix 3 works in the communes of A Luoi 1, A Luoi 2, A Luoi 3. Accordingly, the Kim Son dam irrigation project in A Luoi 1 commune was silted up upstream, the wall on the left bank of the energy dissipation tank was eroded, the entrance to the water intake culvert was silted up; the Hong Quang pumping station in A Luoi 2 commune had the entire 45m long temporary diversion dam washed away, sand and soil filled the diversion channel, the bottom of the old suction tank was lacking water; Quang Son lake (A Luoi 3 commune) spillway body was damaged, the downstream concrete of the spillway was 8m long, 2m wide, and the dam surface was degraded with a length of 40m.

Through surveys and assessments of the current status of dikes in localities in the city, it is shown that many areas have low dike crest elevations and subsidence, which does not ensure the prevention of salinity and retention of fresh water during high tides and minor floods. During the recent flood, through inspections by local authorities, it was found that due to heavy rain in the fields combined with high tides, the dike systems in the localities were overflowed and broken in some sections, causing serious flooding. After the water receded, the broken dike sections were handled and reinforced by the authorities to serve the flood control. Specifically, due to heavy rain in the fields combined with high tides, the water level on the Nhu Y and Dai Giang rivers rose from 1 to 1.2m, especially the drainage holes from sand banks in Phu Ho and Phu Vang communes rose above 1.3m, causing the dike systems in these communes to overflow and break in some sections. In addition, the floods also caused many sections of dikes and internal dikes in Phong Quang and Phong Phu communes and wards to break.

Need capital to upgrade

Mr. Do Van Dinh, Chairman of the Irrigation Company, said that in order to gradually upgrade irrigation works, limit damage, and ensure service for agricultural production, the Irrigation Company has coordinated with localities to proactively inspect, review, and allocate funds to invest in upgrading, repairing, and maintaining works in localities to stabilize production and ensure people's lives. Recently, the company has submitted a list of works to the City People's Committee and proposed to prioritize funding to repair 13 damaged irrigation works in localities with a total estimated budget of about 16.6 billion VND.

A Luoi communes have many irrigation works such as dams, reservoirs and canals serving irrigation for agriculture and aquaculture. Irrigation works in the communes are assigned to the Irrigation Company for management, operation and exploitation. Due to the steep mountainous terrain and the impact of climate change in recent years, irrigation works are often damaged and degraded during the rainy season.

Faced with the damage and losses caused by natural disasters, every year, using the city's budget, communes' budgets and other sources of capital for flood and storm recovery, agricultural, forestry and fishery career capital and self-financed capital, the company has upgraded and repaired severely damaged and degraded irrigation works to ensure irrigation services for agriculture in the area. The City People's Committee has also approved an investment project to upgrade 7 items of irrigation works in A Luoi communes with a total cost of nearly 20 billion VND. The above-mentioned works have been completed, handed over and put into use.

Recently, the City People's Committee issued a decision approving the Project "Upgrading the internal irrigation system to serve agricultural production to adapt to climate change" in the area until 2030, with a vision to 2045. Accordingly, the city leaders requested localities to proactively arrange and integrate funding sources to implement investment solutions to build and upgrade the internal irrigation system to serve production; coordinate with relevant agencies and units to implement in accordance with the tasks, planning and conditions of local socio -economic development.
