People are the center, the subject

At the conference summarizing the Party building work for the 2020 - 2025 term, the Standing Committee of the Hue City Party Committee assessed: During the past term, the City Party Committee issued many projects and plans, and at the same time directed the strong implementation of patriotic emulation movements and in-depth campaigns in the locality. Movements such as: "Green Sunday", "Let's act to make Hue greener - cleaner - brighter", "Yellow apricot blossoms in front of the alley", the campaign "All people unite to build new rural areas and civilized urban areas" ... were widely deployed. The movements were organized according to the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"; contributing to promoting the role of people as masters in all aspects of political and social life.

At the conference, the Standing Committee of the City Party Committee assessed that thanks to such practical and close-to-the-people movements, the relationship between the Party and the People in Hue City has been increasingly strengthened. Not only stopping at advocacy work, the Hue City Party Committee has truly placed its trust in the People through models of self-management, community supervision and social consultation. The people are not only beneficiaries but have become subjects participating in Party building, from security protection, urban beautification to building cultural life and supervising local cadres and Party members.

Practice in localities shows that the "Smart Mass Mobilization" models have been effectively implemented, especially in propagating and mobilizing people to participate in building a civilized urban lifestyle, maintaining order and environmental sanitation.

The “Security Camera” models in the wards were deployed with funding mobilized from the people themselves. Not only did it demonstrate consensus, but it also demonstrated the proactive spirit and high responsibility of the community in protecting security and order. People contributed both labor and money; and participated in monitoring and operating the system, closely coordinating with the police force and grassroots cadres.

The overarching goal of the government apparatus is for the people.

Dr. Nguyen Van Quang, lecturer of the Faculty of Political Theory, University of Education, Hue University analyzed: The relationship between the Party and the People is a "blood and flesh" relationship, essential and vital to the Communist Party of Vietnam . The Party is not only the leading force but also a political organization serving the interests of the People. On the contrary, the People, as the supreme subject of State power, voluntarily give their trust and consensus to the leadership of the Party.

The People fully promoting their mastery in a substantial, active, proactive and voluntary manner in participating in building a clean and strong Party and political system is not only an objective requirement but also a decisive factor in maintaining the working class and people's nature of the Party. The Party is in power, leading the revolutionary cause and the construction of socialism, especially in the context of the country entering a new stage of development, deep integration and many challenges as at present.

Hue City in particular and the country in general are entering a new stage of development, a stage of national growth. In particular, from July 1, the 2-level local government model officially came into operation. This requires the apparatus to change dramatically, promoting the principle of taking the people as the root, to be closer to the grassroots and the people.

In a recent meeting with key officials of the new communes and wards (after the reorganization and merger), Party Central Committee member, City Party Secretary, People's Council Chairman, Head of the City National Assembly Delegation, Mr. Le Truong Luu emphasized: "The consistent goal of the government apparatus is for the people; the government must be creative and service-oriented, not administrative or formal. Officials who are entrusted with tasks must absolutely put the interests of the people at the center of all actions and decisions."

Secretary of the City Party Committee Le Truong Luu pointed out: The effectiveness of Party building is not only demonstrated through resolutions or reports, but must be proven by the people's trust, the people's satisfaction and the real development of the locality. Each cadre and party member needs to clearly define their role as exemplary, promote pioneering spirit, be close to the people, listen and be open-minded; thereby creating consensus in society, promoting the combined strength to successfully implement the goals set by the City Party Congress resolution.
