Prepare carefully, create convenience from the first day of implementation
At the regular Government press conference in June, answering questions from the press about the implementation of administrative procedures to serve people and businesses after 3 days of officially organizing two-level local government, leaders of the Ministry of Home Affairs and the Government Office affirmed: Thanks to careful preparation, the operation of administrative procedures has been smooth, people and businesses have been served fully and effectively.
Deputy Minister of Home Affairs Nguyen Thi Ha said that in order to implement the two-level local government model systematically and without causing interruption in work handling, the Prime Minister has issued 28 decrees on decentralization, delegation of authority and assignment of authority. At the same time, the Ministries have promptly issued 58 circulars, creating a complete legal basis for the implementation of the two-level local government organization.
The decrees have fully stipulated the accompanying administrative procedures, clarifying the authority, dossier components, time, and costs of administrative forms to facilitate people and businesses to access and implement them from July 1, 2025.
Accordingly, decentralization and delegation of power from the Central to the locality are 556 administrative procedures, specifically the Provincial People's Committee has 262 administrative procedures, the Chairman of the Provincial People's Committee has 217 administrative procedures, specialized agencies under the Provincial People's Committee have 70 administrative procedures, the Commune People's Committee has 6 administrative procedures, the Chairman of the Commune People's Committee has 1 administrative procedure and 24 administrative procedures are abolished.
In addition, the authority to resolve 346 administrative procedures that were once under the authority of the district level was determined, of which 18 administrative procedures were transferred to the provincial level, 278 administrative procedures were transferred to the commune level, and 50 administrative procedures were abolished.
Thus, the total number of administrative procedures after decentralization, delegation of authority, and determination of authority is: 1,261 administrative procedures at provincial level, 463 administrative procedures at commune level, and 74 administrative procedures abolished.
Deputy Minister Nguyen Thi Ha also said that immediately after the decrees were issued, ministries and ministerial-level agencies immediately publicized administrative procedures under their authority, ensuring the deadline for completing the public announcement of administrative procedures before June 20, 2025.
Along with the public announcement of administrative procedures, a number of Ministries have sent documents to localities or published a list of administrative procedures on the Ministry's Electronic Information Portal to provide information to local authorities, people, and businesses about the overall administrative procedures of the Ministry, ensuring that administrative procedures are accessed conveniently and quickly.
The Ministry of Home Affairs has also developed a handbook for local authorities at the commune level and sent it to localities before July 1. The content of the handbook is designed to be very practical, clearly practical, specifying responsibilities, tasks, powers, working relationships and handling situations arising at the grassroots level, ensuring unity and effectiveness in organization and implementation.
Applying information technology, strong digital transformation
For localities, based on the direction and guidance of central agencies, the Standing Committees of provinces and cities have issued plans to deploy the organization of a pilot operation of the 2-level local government model and directed agencies, units, and localities to prepare necessary conditions, especially the application of information technology and digital transformation to serve the operation of the 2-level local government model.
This has helped officials and civil servants immediately access the tasks and powers that must be implemented, and at the same time operate and process work in the electronic environment through the following systems: Provincial and municipal online conference system; Party and government document management system software; reporting information system; process of receiving and transferring incoming documents in the Party and government agency system; information system for handling administrative procedures of a number of provinces and cities at the commune-level public administration service center; receiving and handling feedback and recommendations from organizations, people and businesses in the province and city through the switchboard system.
Basically, administrative procedures serving people and businesses have been issued early, clearly and specifically regulated and operated immediately, basically smoothly when officially put into operation from July 1, 2025.
"In the coming time, along with promoting administrative procedure reform and digital transformation, we will continue to focus on perfecting the process of handling administrative procedures in the electronic environment to reduce time and costs for people and businesses and improve the quality of online public services, ensuring publicity, transparency and convenience for people, organizations and businesses anytime, anywhere," said Deputy Minister Nguyen Thi Ha.
Further clarifying, Minister and Head of the Government Office Tran Van Son said that as of the afternoon of July 3 - the third day of operating the new model, the Public Administration Service Centers at the provincial and communal levels have been operating smoothly and continuously. The number of applications received each day has continuously increased.
Specifically: On July 1, 57% of applications were submitted online, 43% were submitted in person. On July 2, there were a total of 38,000 applications, of which 59.7% were online, 40.3% were submitted in person. On July 3 (as of 4:00 p.m.), there were more than 40,000 applications, of which 59.3% were submitted online.
Minister and Head of the Government Office Tran Van Son said that this year's goal is that administrative procedures related to businesses will be handled online and, most importantly, will not depend on administrative boundaries.
The National Public Service Portal has now become the only "one-stop shop" nationwide for performing administrative procedures in an electronic environment. People at any time, anywhere, just need a computer, tablet, or mobile phone with internet connection to submit documents online. Through the National Public Service Portal, all documents can be transferred to the Public Administration Service Centers at the provincial and communal levels for settlement according to their authority.
More importantly, according to the Minister and Head of the Government Office, people will be able to monitor and supervise the entire process of handling their administrative procedures. All feedback and recommendations from people and businesses will be compiled and resolved.
