Proactively remove difficulties, ensure smooth operation of the production - investment - consumption chain

(Chinhphu.vn) - At the regular Government meeting in June 2025, on the afternoon of July 3, the Ministers of Construction, Industry and Trade, and leaders of the State Bank proposed many proactive solutions to remove difficulties, especially in key areas, to ensure smooth operation of the production - investment - consumption chain, while promoting new growth drivers in the last 6 months of the year.

Minister of Construction Tran Hong Minh informed that in the first 6 months of the year, key national projects and works were basically implemented according to plan. However, the recent prolonged rains in the northern and central mountainous areas have affected the progress.

In addition, in some localities, sand and stone prices have increased dramatically, affecting project progress. The Ministry of Construction has issued an official dispatch and drafted a document for the Prime Minister to directly instruct localities. At the same time, the Minister also requested localities to pay attention to this content, closely following market prices to ensure project progress.

As for social housing projects, as of June 27, 35,631/100,000 units have been completed. Recently, in June, 26 projects with 23,561 units were started, an increase of more than 3,000 units compared to the end of May.

Regarding the real estate market, the Ministry has reviewed a total of 788 projects with difficulties and problems and, together with localities, resolved 136 projects. For projects with problems, the Ministry has compiled them to transfer to the Ministry of Finance , the standing agency of Steering Committee 781, for monitoring and resolution.

At the meeting, the ministers shared the same opinion that in the first 6 months of the year, the world situation was complicated, while in the country there was a revolution in the apparatus, streamlining of focal points and redistribution of administrative boundaries and 2-level local government, which was also the time when our country amended many mechanisms, policies and legal documents.

However, despite many changes, our country's economy continues to grow. According to Minister of Industry and Trade Nguyen Hong Dien, the industrial production index in the first 6 months increased by 9.23% over the same period, of which the manufacturing and processing industry grew by double digits (11.11%), the highest level in recent years.

Domestic trade continued to grow. Total retail sales of goods and service revenue in the first 6 months increased by 9.3% over the same period, with abundant supply of goods and relatively stable prices, without any shortages. E-commerce grew very rapidly, increasing by 25% in the first 6 months, exceeding the set plan (19%). Import and export continued to be a bright spot with all targets exceeding the plan, two-way trade turnover increased by 16% over the same period...

In the finance and banking sector, State Bank Governor Nguyen Thi Hong said that as of June 26, credit increased by 8.3% compared to the end of last year, and by 18.7% compared to the same period last year, showing that credit policy is contributing to economic growth when inflation is controlled, interest rates continue to decrease, and the average interbank market exchange rate increases by 2.4%...

Perfecting institutions, unleashing resources

According to the Minister of Industry and Trade, in the coming time, in addition to advantages, especially revolutionary changes in institutions, mechanisms and policies, some complex and difficult issues need to be closely monitored to take timely measures. Typically, responding to the US tariff policy - which will directly affect the world economy, including our country; major export markets also have changes in policies; risks of disruption in the supply chain due to trade wars; regional conflicts and Cambodia-Thailand border tensions will affect supply security, especially essential goods for the people.

To successfully achieve the growth target of at least 8% by 2025, the Ministry of Industry and Trade recommends that the Government focus on directing the new apparatus to operate smoothly and effectively and carry out new tasks of decentralization, delegation of authority, and division of authority so as not to affect the progress of implementation of key projects, works, and schemes and the activities of enterprises and investors.

At the same time, it is recommended to continue to accelerate the progress of reviewing, amending, supplementing and perfecting institutions to unlock resources; focus on guiding the implementation of laws and resolutions passed by the National Assembly. Urgently review and strategically adjust planning at all levels to suit the new development space and create favorable conditions for implementing projects in the area...

For localities, the Ministry of Industry and Trade recommends urgently reviewing, supplementing, and adjusting provincial-level planning to suit the new territorial space and regional and sectoral planning, and reviewing and supplementing local land use planning to suit provincial planning to have sufficient legal basis for implementing investment projects in the area.

In addition, focus on reviewing and promptly assessing to substantially and effectively resolve difficulties and obstacles of investment projects in the area, especially energy and real estate projects to free up resources for local socio-economic development...
