From the evening of August 29 to August 31, the area from Thanh Hoa to Hue city is likely to experience heavy rain with a total rainfall of 150-350mm.
At 7:00 a.m. this morning (August 29), the center of the tropical depression was at 17.3 degrees North latitude, 119.0 degrees East longitude, with the strongest wind at level 6-7, gusting to level 9; it is forecasted that in the next 24 hours, the tropical depression will strengthen into a storm and make landfall in the North Central region in the evening and night of August 30.
According to the forecast, from the evening of August 29 to August 31, the area from Thanh Hoa to Hue city is likely to experience heavy rain with a total amount of 150-350mm, locally over 600mm; the midland, the Northern Delta and Da Nang city will have a common rain of 70-150mm, locally over 300mm. The tropical depression/storm is expected to make landfall and cause heavy rain in areas that have just been affected and damaged by recent natural disasters (storm No. 3, storm No. 5 and post-storm floods).
To proactively respond to the tropical depression strengthening into a storm and heavy rain, the risk of floods, inundation, flash floods, and landslides in the coming days, the Minister of Agriculture and Environment requests ministries, branches and People's Committees of provinces and cities in the Northern region and coastal areas from Quang Ninh to Khanh Hoa:
For the sea route from Quang Ninh to Khanh Hoa: Closely monitor the development of tropical depressions/storms; strictly manage means of transport going out to sea; organize counting and notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and development of tropical depressions/storms to proactively avoid, escape, not move into dangerous areas or return to safe shelters. Dangerous areas in the next 24 hours: From 15.0-18.0 degrees North latitude; 107.5-115.0 degrees East longitude (dangerous areas are adjusted in forecast bulletins);
Deploy work to ensure safety of people, vehicles, and property, especially for tourist destinations, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas;
Based on the specific situation, proactively decide to ban fishing boats, transport ships, and tourist boats from going to sea and evacuate people from cages, rafts, and watchtowers for aquaculture along the coast, at sea, and on islands to ensure safety;
Ready forces and means for rescue when required.
The Ministry of Agriculture and Environment also pays special attention to the mainland of the Northern region and the provinces and cities from Thanh Hoa to Da Nang:
In the delta region, it is necessary to review and be ready to evacuate people from unsafe housing, areas at risk of deep flooding, river mouths, and coastal areas; Proactively drain buffer water, prevent flooding, and protect agricultural production and industrial zones at risk of flooding;
Localities need to implement flood prevention plans and ensure smooth traffic for urban areas, especially during the important national event celebrating the 80th anniversary of the August Revolution and National Day on September 2 in Hanoi;
Deploy response plans to ensure the safety of dikes, especially those that have suffered incidents; organize inspections, reviews, and take measures to ensure the safety of telecommunications systems and power grids to maintain operations without interruption before, during, and after tropical depressions/storms;
Proactively organize the harvesting of agricultural products and aquaculture areas according to the motto "green house is better than old field".
Particularly for mountainous areas, it is necessary to deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places; direct commune-level authorities to notify each household living in areas at risk of landslides and flash floods to inspect and review the area around their residence to promptly detect unusual and dangerous signs in order to proactively evacuate from dangerous areas;
Prepare plans to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when landslides occur;
Inspect, review, and deploy measures to ensure safety of key works, works under construction, mines, mineral exploitation areas, especially small hydroelectric reservoirs, small irrigation reservoirs, and key reservoirs; arrange permanent forces to operate and regulate reservoirs and be ready to handle possible situations.
The coastal information station system and mass media agencies from central to local levels increase information on the developments of tropical depressions/storms to authorities at all levels, owners of vehicles operating at sea and people to proactively prevent and respond.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to tropical depressions/storms and floods.
Be on duty seriously and regularly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control).
