The State Treasury ( Ministry of Finance ) has just issued an urgent dispatch on changing the time for electronic bilateral payments and changing the time for converting 8-digit bank codes during the National Day holiday on September 2.

This change is to ensure that the Government 's task of paying gifts to people is carried out quickly and fully before the September 2 holiday.

The goal is to ensure that gifts in the form of bank transfer or cash reach people in a timely and complete manner, completed before September 2.

Accordingly, the State Treasury temporarily suspends the plan to convert bank codes at commercial branches, and organizes work on September 1 and 2 to make payments and coordinate budget collection. The time to receive payment orders ends at 4:00 p.m., and the request for settlement stops at 4:00 p.m.

The Director of the State Treasury has issued a telegram requesting regional directors to direct their subordinate units to arrange civil servants, including leaders and specialists on duty, to work throughout the National Day holiday, ensuring timely payment of gifts to the people.

Units need to make policy and regime payments to subjects affected by organizational restructuring according to regulations.

The State Treasury of the regions is also required to closely coordinate with the People's Committees of communes, wards and special zones to implement the payment of gifts to people according to the guidance of the Ministry of Finance; at the same time, work with commercial banks where the State Treasury opens accounts, ensuring the payment and disbursement to the beneficiaries in case of transfer or cash is smooth and timely.

Subordinate units must arrange civil servants to handle arising situations, and at the same time support the regional State Treasury in paying expenses according to regulations, as well as expenses for giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

During the implementation process, if any difficulties or problems arise, the State Treasury in each region should proactively contact the support team for timely resolution. The Director of the State Treasury requested that the units urgently and seriously organize the implementation, ensuring the successful completion of this important political task.

Previously, Prime Minister Pham Minh Chinh sent a telegram to relevant units regarding the policy of giving gifts to Vietnamese citizens, each person 100,000 VND.

To implement the Politburo's direction, the Prime Minister assigned the Ministry of Finance, the State Bank, the Ministry of Public Security and the People's Committees of provinces and centrally-run cities, according to their assigned functions and tasks, based on the Politburo's direction; to immediately review the list of people eligible to receive gifts and transfer them to people by bank transfer or directly before September 2.

As of August 29, according to a survey by Dan Tri reporters , nearly 20 banks have linked with the VNeID application to receive subsidies from social policies.

Banks include the big 4 group (4 banks with State capital) namely Agribank, BIDV, VietinBank, Vietcombank and the private banking group, including ACB, BVBank, Co-opBank, HDBank, KienlongBank, LPBank, MB, Nam A Bank, NCB, PVcomBank, Sacombank, ShinhanBank, TPBank, Vikki Bank.

Not only through banks, people can also receive subsidies through Mobile Money accounts.
