The ultimate goal is to ensure that gifts (in the form of bank transfer or cash) reach people in a timely and complete manner, completed before September 2.
Accordingly, the State Treasury has temporarily suspended the conversion of 8-digit bank codes, in order to prioritize focusing all resources on the important political task at hand.

The State Treasury requests that directors of state treasuries in the regions direct functional departments and transaction offices to arrange civil servants (including leaders and specialists) to work throughout the September 2 holiday (from August 30 to September 2), ensuring timely payment to the people.
In addition, treasuries will pay policies and regimes for subjects affected by the organizational arrangement according to regulations, if requested by the budget using unit.
The State Treasury also requires coordination with the Department of Finance to account for additional central budget targets for provincial and municipal budgets when there is an allocation decision from the Ministry of Finance ; coordinate with the People's Committees of communes to account for additional provincial and municipal budget targets for commune, ward, and special zone budgets according to the allocation of the People's Committees at the provincial level...
