On August 29, the State Treasury issued urgent Official Dispatch No. 9823/State Treasury-QLTT on changing the time for electronic bilateral payments and changing the time for converting 8-digit bank codes during the National Day holiday on September 2.
The State Treasury representative said this directive aims to ensure that the Government 's task of paying gifts to people is carried out quickly, fully and successfully before the nation's major holiday.
To implement the Prime Minister 's Official Dispatch No. 149/CD-TTg dated August 28, 2025 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, the State Treasury has decided to make important changes in the operations of the entire system. The highest goal is to ensure that gifts (in the form of bank transfer or cash) reach people in a timely and complete manner, completed before September 2, 2025.
Accordingly, the State Treasury announced the temporary suspension of the conversion of 8-digit bank codes. Specifically, the plan to change the bank codes of commercial bank branches where the State Treasury opens accounts (which was mentioned in Official Dispatch No. 9748/State Treasury-QLTT dated August 26, 2025) will be postponed. According to the State Treasury, this change will be implemented after a new announcement, in order to prioritize focusing all resources on the important political tasks ahead.
In addition, the State Treasury system will work on September 1-2. To ensure that payment transactions are not interrupted, the State Treasury will organize work and conduct electronic bilateral payment transactions and coordinate state budget collection with commercial banks during the two official holidays.
The specific transaction time is specified on September 1-2 and the closing time for receiving payment orders is 4:00 p.m. The closing time for settlement requests is 4:40 p.m. (August 30 and 31 are still holidays according to regulations).
In order to ensure that the directive is implemented seriously and effectively, Director of the State Treasury Tran Quan issued Official Dispatch No. 09/CD-State Treasury dated August 29, on thoroughly grasping and directing the implementation of Conclusion No. 183-KT/TW of the Politburo, the Secretariat and Resolution No. 260/NQ-CP dated August 29 of the Government. The Official Dispatch requires Directors of regional State Treasuries to closely direct their subordinate units to ensure the excellent completion of assigned political tasks. Any problems arising during the implementation process must be promptly reported to the Payment System Management Board for coordination and resolution.
The decision of the State Treasury system to work during the holiday demonstrates the high sense of responsibility, initiative and great efforts of the Finance sector in implementing the Prime Minister's direction, contributing to bringing a complete and meaningful Independence Day to people nationwide./.
