Based on Resolution No. 263/NQ-CP of the Government on giving gifts to citizens, the Ministry of Finance has coordinated with the Ministry of Public Security to issue documents to the People's Committees of provinces/cities under the Central Government guiding the process, procedures and forms for citizens to receive gifts.
Accordingly, the recipients of the gifts include Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam, and have a personal identification number in the National Population Database as of August 30, 2025. The gift amount is VND 100,000/person, in cash.
Gift giving is done by household. The head of household or a legally authorized person will receive and deliver the gifts to the members on their behalf. In case a citizen does not have a permanent residence, the gift will be given directly to each individual or authorized person.
People can receive gifts in two forms: transfer via social security account integrated on the VneID application, or receive directly in cash at the payment point organized by the Commune People's Committee.
The Commune People's Committee decides on the gift-giving location in accordance with actual conditions, prioritizing a location convenient for citizens. Citizens come to the gift-giving location organized by the Commune People's Committee at their permanent residence, temporary residence, or current residence to receive gifts. When receiving gifts, citizens must present their citizen identification card or legal documents as prescribed by law. In case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required.
The gift-giving period starts from today (August 30) until September 2. In case of objective reasons, people can receive gifts after this period, but no later than September 15, 2025.
Regarding funding sources, the Ministry of Finance said that the gift money allocated in the 2025 central budget expenditure estimate has been fully transferred to localities for implementation according to regulations.
