Ministry of Finance proposes plan to cut and simplify more than 500 administrative procedures

The Ministry of Finance has proposed a plan to cut and simplify more than 500 administrative procedures, especially most of the procedures in two areas that have a direct impact on businesses: tax and customs.

In the summary report sent to the Government Office , the Ministry of Finance said it had proposed a plan to cut and simplify more than 500 administrative procedures, accounting for 55.06% of the total number of procedures. Accordingly, the Ministry of Finance has vigorously implemented the Program to cut and simplify administrative procedures according to Resolution 66/NQ-CP.

This is one of the Government 's reform focuses in the 2025-2026 period to remove difficulties and obstacles for production and business activities.

As of August 2025, the Ministry of Finance has reviewed 928 administrative procedures related to production and business activities. Based on the results of this review, the Ministry has proposed a plan to cut and simplify more than 500 administrative procedures, accounting for 55.06% of the total number of procedures. In particular, most of the procedures to be cut and simplified are in two areas that have a direct impact on businesses: tax and customs.

From March 2025 to present, the Ministry of Finance has proactively issued and submitted to competent authorities for promulgation legal documents to implement the reduction and simplification of 154 administrative procedures (reduction of 26 administrative procedures and simplification of 128 administrative procedures) in the fields of tax and customs.

At the same time, the Ministry of Finance approved a plan to cut and simplify 136 administrative procedures (cutting 54 administrative procedures, simplifying 82 administrative procedures) in the fields of production and business activities under the management of the Ministry.

The Ministry of Finance has reviewed, amended and supplemented 13 administrative procedures in legal documents issued by the Ministry of Construction in the securities sector to simplify them.

To continue implementing the objectives set out in Resolution 66/NQ-CP, the Ministry of Finance has researched, reviewed and proposed to the Prime Minister for approval a Plan to reduce and simplify administrative procedures related to production and business activities under the management scope of the Ministry of Finance.

According to the Plan, it is expected to cut and simplify 208 administrative procedures related to production and business activities (cutting 43 administrative procedures and simplifying 165 administrative procedures).

The Ministry of Finance has vigorously implemented the Program to reduce and simplify administrative procedures according to Resolution 66/NQ-CP. This is one of the Government's reform focuses in the 2025-2026 period to remove difficulties and obstacles for production and business activities. According to statistics, the cost of complying with administrative procedures before the reduction was 75.43 trillion VND per year.

After the reduction, this figure decreased to 48.82 trillion VND, equivalent to a savings of about 26.61 trillion VND/year, reaching a rate of 35.28%. Along with that, the time to process procedures decreased from 12,288 days to 8,598 days, saving 3,690 days, equivalent to 30.03%.

The Ministry of Finance also reviewed 363 business conditions under its management and proposed to cut and simplify 124 conditions, reaching a rate of 33.88%. The reduction of business conditions is mainly concentrated in 20 conditional industries, including the fields of securities, insurance, financial services, customs, tax, accounting, and auditing. Notably, of these, 120 conditions were completely cut, equivalent to 33.05%.

In addition to business procedures and conditions, the reporting regime of enterprises is also an area that has been streamlined. The Ministry of Finance has reviewed 272 reporting regimes, resulting in 31 regimes being cut (accounting for 11.4%) and 161 regimes being electronicized (accounting for 66.8%).

The electronic reporting not only reduces pressure on businesses but also helps management agencies exploit data more quickly and accurately. The Ministry of Finance aims to continue reviewing and submitting to the Prime Minister for approval the Plan to reduce and simplify 208 administrative procedures within the scope of its management functions.

Of these, 43 administrative procedures are cut and 165 administrative procedures are simplified. To implement this plan, it is expected that 44 legal documents need to be amended and supplemented, including: 8 laws, 31 decrees, 1 decision of the Prime Minister and 4 circulars and joint circulars.

The implementation will help reduce administrative procedure compliance costs by about VND17.29 trillion per year, equivalent to 37.89%; and save 2,036 days of procedure settlement, equivalent to 34.93% compared to present.

The Ministry of Finance said that in the last months of 2025, it will continue to review and propose amendments to legal documents to implement plans to reduce and simplify administrative procedures.

To promote the achieved results and complete the target in the last 6 months of 2025, the Ministry of Finance recommends that the Government Office continue to preside over and guide ministries, branches and localities to effectively implement the model of handling administrative procedures regardless of administrative boundaries. Accordingly, people and businesses can submit documents and receive results at any service point nationwide, without being bound by their place of residence or business registration address.
