Ensure gifts are given to people on time, to the right people, and without duplication.

(Chinhphu.vn) - On August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Ensure gifts are given to people in a timely manner, to the right people, safely, and without duplication.

The Resolution clearly states that 100,000 VND/person, in cash, will be given to the people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted a certificate of identity residing in Vietnam and have been collected, updated, and given a personal identification number in the National Population Database, established by the end of August 30, 2025.

Form of gift giving

a. Give gifts once per permanent household, the amount of money for each household is determined for each person in the household according to national population data; the head of the household (or a family member legally authorized by the head of the household) receives the gifts on behalf of each person according to the list and is responsible for delivering the gifts to the members of the household. In case the citizen does not have a permanent residence, the gifts are given directly to each person or to the person authorized by the citizen.

b. Gift giving is done through the social security account on the Electronic Identification Application - VNeID (in case of an integrated account); or directly in cash (in case of no account) at the payment point organized by the locality, ensuring timeliness, safety and efficiency.

Payment time from August 31, 2025 to September 1, 2025; in exceptional circumstances, gifts may be received after this period, but no later than September 15, 2025.

Extract the list of citizens in the National Population Database at 24:00 on August 30, 2025 as a basis for gift giving

The Government assigned the Ministry of Public Security to extract the list of citizens in the National Population Database at 24:00 on August 30, 2025, detailed by province, city and commune as a basis for gift giving.

Propaganda and guidance for people to integrate social security accounts and open bank accounts on VNeID; direct the Public Security agency to coordinate with the People's Committees at all levels in the locality, especially the People's Committees at the commune level, to give gifts to people in a timely manner, ensuring the right recipients, safety, and no duplication; coordinate with the Ministry of Finance to issue documents guiding provinces and cities to give gifts to people.

Ministry of Finance Ensure the balance of the central budget to implement the policy of giving gifts to the people; submit to the Prime Minister for issuance of a decision on targeted supplementation from the central budget to the budgets of provinces and cities to give gifts to the people; preside over and coordinate with the Ministry of Public Security to issue documents guiding provinces and cities to give gifts to the people.

Ensure payment system, cash to pay people

State Bank of Vietnam Ensure the payment system and cash supply for the State Treasury to pay people during the gift-giving period; direct commercial banks, especially commercial banks where the State Treasury opens accounts; coordinate with local authorities and the State Treasury to make timely payments to people.

People's Committees of provinces and cities Direct the Department of Finance to ensure adequate resources, including targeted additional central budget and local budget to carry out gift giving to people in the province and city.

Implement targeted allocation and supplementation from the provincial budget to the commune budgets to provide funds for giving gifts to people according to the list of citizens in the National Population Database provided by the police agency.

In organizing the implementation of gift giving to the people, in case the additional targeted funding from the central budget is not fully used, the locality must return it to the central budget; in case of lack of resources, the locality shall proactively use the local budget or other legal sources to give enough gifts to the people, then report to the Ministry of Finance to receive additional funding from the central budget./.
