On the afternoon of July 3, Prime Minister Pham Minh Chinh chaired the regular Government meeting for June 2025 and the Government's online conference with localities.
This is the first Government- locality conference, right after the organization of two-level local government and the arrangement of provincial-level administrative units from 63 provinces and cities into 34 provinces and cities.
The conference was held directly at the Government Headquarters, online with the Headquarters of the People's Committees of 34 provinces and centrally-run cities; connecting online to more than 3,300 points of connection in communes, wards and towns nationwide.
Attending the conference were Deputy Prime Ministers; Ministers, Heads of ministerial-level agencies, Heads of Government agencies; leaders of provinces and centrally run cities; representatives of agencies of the Central Party Committee, the National Assembly; leaders of ministries, branches, agencies, large economic groups; and leaders of localities.
In his opening speech, Prime Minister Pham Minh Chinh emphasized that we have passed half of 2025 in a context where the world situation has more new, complicated, and unpredictable developments than opportunities and advantages.
The United States announced very high reciprocal tariffs on a wide scale, including Vietnam; strategic competition between major countries is fierce; conflicts have escalated in some areas, recently between Israel-Iran, Thailand-Cambodia.
Global supply chains are locally disrupted, especially across the Red Sea; crude oil and gold prices fluctuate strongly; natural disasters and climate change are unpredictable; global economic, investment and trade recovery is slow and unstable.
Domestically, under the leadership of the Central Committee, the Politburo, the Secretariat, headed by General Secretary To Lam, together with the drastic and flexible management of the Government and the Prime Minister, and the participation of all levels, sectors, and localities, we are striving to synchronously implement 8 important tasks.
Including merging administrative units and organizing local governments at two levels; promoting high economic growth, reaching 8% or more in 2025; negotiating tariffs with the United States and expanding and diversifying markets, products, and supply chains; building and organizing the implementation of the "four pillars" of the Politburo; thoughtfully serving the "historic" 9th Session of the 15th National Assembly, creating a comprehensive breakthrough in institutions, decentralization, delegation of power, and assignment of responsibilities; participating in preparing documents for the 14th Party Congress; organizing Party congresses at all levels, leading up to the 14th Party Congress; thoughtfully and successfully organizing a series of major national anniversary events; promoting the early completion of the program to eliminate temporary and dilapidated houses nationwide.
In that context, thanks to the drastic participation of the entire political system, people and business community, and the sympathy and support of international friends, the socio-economic situation is generally better month after month, better quarter after quarter, and overall the first 6 months of 2025 is better than the same period in most areas.
In particular, the macro economy is stable, inflation is controlled, major balances are ensured; deficit and public debt are much lower than the warning threshold. All three sectors of agriculture, industry and services develop positively; cultural, social and social security sectors are focused on.
People's lives are improved; politics and society are stable; national defense and security are consolidated and enhanced; foreign affairs are promoted; a peaceful and stable environment for national development is maintained.
Although many important results have been achieved, there are still many limitations, difficulties and challenges. Therefore, to promote the implementation of the tasks for the whole year, the Prime Minister requested Government members and delegates to focus on discussing and assessing the socio-economic situation, disbursement of public investment capital and national target programs.
Including analysis of the context, situation and impact on our country; direction and administration of the Government, Prime Minister, ministries, branches and localities; socio-economic situation in June and 6 months, causes, lessons learned...
The Prime Minister also asked delegates to clearly state and analyze positive and negative factors and response solutions; clearly identify key tasks and solutions in July, the third quarter and the remaining time of 2025.
In particular, it is necessary to stabilize the government apparatus at all levels; what each ministry, sector, locality and the whole country needs to do to achieve a growth rate of 8% or more in 2025; mechanisms, policies, and solutions to stimulate consumption; fiscal, monetary, trade and investment policies; solutions to accelerate disbursement of public investment capital, implement 3 national target programs; ensure the fields of culture, society, environment, national defense, security, foreign affairs, etc.
According to the program, delegates will focus on assessing the socio-economic situation in June and the first 6 months of 2025; the implementation of the Government's Resolution on socio-economic development; the allocation and disbursement of public investment capital; the implementation of 3 national target programs; the implementation of the state budget in the first 6 months of 2025; the direction and administration of the Government and the Prime Minister; the situation and results of improving the business environment and enhancing national competitiveness in the first 6 months of 2025; administrative reform and many other important contents.
