The Deputy Prime Minister's visit and attendance at the Fourth United Nations International Conference on Financing for Development held in Seville not only implements the policy of raising the level of multilateral diplomacy with Vietnam proactively participating, contributing and creating international financial institutions, but also demonstrates Vietnam's strong support for the Spanish government .
In particular, the visit took place right after Spanish Prime Minister Pedro Sanchez visited Vietnam for the first time in April 2025, which has special significance in implementing the Joint Statement of the visit, promoting cooperation between the two countries with specific and substantive contents, towards upgrading the Vietnam - Spain relationship to a Comprehensive Strategic Partnership.
The visit opened up a new direction for cooperation between the two countries, not only at the central level but also at the local level when, for the first time, Vietnamese leaders met with the President of Andalucia, the third largest southern economic region of Spain, and met with the President of Catalonia, the second largest northeastern economic region.
On the very first afternoon of arriving in Barcelona, despite having just finished the conference in Seville, the Deputy Prime Minister and the delegation took time to meet with the Vietnamese people. This demonstrated the great affection and concern that the Party and State have for the Vietnamese people abroad, including the Vietnamese community in Spain, affirming the consistent policy of our Party and State on firmly consolidating the great national unity, strongly promoting the strength of the entire nation for national development.

The Ambassador said that currently in Spain, there are an estimated 5,000 Vietnamese people living, working and studying; with a fairly diverse composition. They are from most regions and cities across the country, with the largest numbers in Barcelona, Madrid and surrounding areas. In a discussion with Prime Minister Pham Minh Chinh, the Spanish Prime Minister highly appreciated the positive contributions of the Vietnamese community in Spain to the local socio-economic development.
Although life and work are very busy and there are many difficulties, Vietnamese people in Spain have a national spirit, patriotism, solidarity, "mutual love" and support and help each other.
Vietnamese people in Spain always turn to the Fatherland with specific actions and deeds, with many cultural activities, such as organizing Lunar New Year, Mid-Autumn Festival, with many competitions, attractive folk games with increasingly diverse forms, contributing to preserving the language, beauty, cultural values, and traditions of Vietnam.
Vietnamese businesses and intellectuals in Spain are growing stronger and stronger, serving as an important bridge in economics, trade, science and technology cooperation between the two countries.

It can be said that the good development of Vietnam - Spain relations meets the aspirations of the Vietnamese community in Spain. Along with that development, the position of the community is gradually improved, and development opportunities are increasingly open, not only in Spain but also in Vietnam.
Over the years, the Vietnamese Embassy in Spain has always received active support from the community, especially the Vietnamese Liaison Committee in Spain, to help the Embassy fulfill the tasks assigned by the State and Government.
The delegates present at the meeting were the core, who actively contributed with all their enthusiasm, emotions, strength and material to community work, building the Vietnamese community in Spain to become increasingly strong and united; helping to enhance the image, position and prestige of the Vietnamese community in the locality.
At the meeting, Deputy Prime Minister Ho Duc Phoc and the delegation, along with Ambassador Doan Thanh Song, listened to and answered community recommendations on issues related to teaching Vietnamese to the younger generation; connecting domestic exports, especially agricultural products, with Spain; organizing community cultural activities; promoting labor cooperation between Vietnam and Spain, etc.

Speaking at the meeting, Deputy Prime Minister Ho Duc Phoc was delighted to meet and talk with representatives of the Vietnamese community in Spain. In the warm and friendly atmosphere, on behalf of the Party and State leaders, the Deputy Prime Minister sent to the people and through the people to all Vietnamese expatriates in Spain the most sincere greetings and warmest feelings from home.
Informing the people about the working trip, the Deputy Prime Minister said that within the framework of this visit, he discussed and requested the Spanish side to create more favorable conditions for our community to successfully integrate, contributing to the socio-economic development of the locality, as well as to the friendship between the two countries. Spanish high-ranking leaders highly appreciated the Vietnamese community in Spain.
Sharing about the domestic situation, the Deputy Prime Minister said that in the context of unstable and unpredictable changes in the world situation and slow world economic growth, Vietnam still achieved important, comprehensive and outstanding results in all fields.
Vietnam continues to be a bright spot in economic growth and is among the countries with high growth rates in the region and the world; continues to be an attractive and safe investment destination; social security is ensured, people's lives continue to improve; national independence and sovereignty are maintained; the country's prestige and position are enhanced. The Deputy Prime Minister emphasized that this success has a significant contribution from the overseas Vietnamese community.
Currently, the country is aiming to build an innovative knowledge-based economy, green economy, circular economy, and sustainable development. To prepare the foundation, create a strong breakthrough to bring the country into a new era, the Party and the Government have made breakthroughs in revolutionary thinking innovation, especially implementing reforms and streamlining the apparatus from the central to local levels to improve the efficiency, effectiveness, and efficiency of the state apparatus. At the same time, implementing 4 breakthrough Resolutions, the "Quad Pillars" of strategy on legal institutions, science and technology, international integration, and private sector economic development, creating a strong lever to develop the country, towards the goal of making Vietnam a developed, high-income country on the occasion of the 100th anniversary of the country's founding.

The Deputy Prime Minister emphasized that the consistent policy of the Party and State is to always care for and look after the Vietnamese community abroad; always identifying the community as an inseparable part and an important resource of the nation.
Ministries, departments, branches and localities in the country have been actively concretizing and implementing the policies of the Party and State to strengthen the care for the Vietnamese community abroad, support them to have a solid legal status, stabilize their lives, and integrate into the host society; firmly consolidate the great national unity bloc; encourage and create conditions for them to actively contribute to the cause of building and defending the Fatherland.
Although the Vietnamese community in Spain is not large, it has made efforts to integrate into the local community and always looks towards the homeland, actively participating in domestic volunteer activities; making efforts to preserve the national culture and Vietnamese language; and promoting Vietnamese products in the local community.
In that spirit, the Deputy Prime Minister hopes that people will continue to help each other in life and work, increasingly integrate and develop in the locality; actively develop Vietnamese associations in Spain, contributing to building a strong and united community; continue to preserve and promote the national cultural identity and Vietnamese language.

The Deputy Prime Minister suggested that people continue to regularly contact and closely coordinate with the Vietnamese Embassy in Spain in community activities and towards the Vietnamese Fatherland, promoting the strengths of the Vietnamese intellectual community in Spain, contributing to the cause of national construction and development.
Each overseas Vietnamese individual should be a positive representative of the beautiful image of friendly Vietnamese people, with a spirit of striving and rising up, and be an ambassador connecting culture and friendship between the people of the two countries.
The Deputy Prime Minister hopes that students will continue to strive to study and accumulate knowledge to develop themselves in the future, become useful citizens to society and contribute to the country wherever they are.
Taking note of the recommendations and aspirations of the people, the Deputy Prime Minister said that immediately after this trip, he will direct domestic agencies to implement more drastic measures to meet the legitimate aspirations of our compatriots abroad.
The Deputy Prime Minister requested the Vietnamese Embassy in Spain to continue to pay attention to and do better work for overseas Vietnamese, support them to integrate well into the local society, unite and develop more strongly, build their position in the locality, as well as organize many activities to gather people, especially young people, to participate and turn towards their homeland; actively propagate and implement major policies of the Party and State, such as Resolution No. 57, Resolution 68; actively respond to the Campaign "Vietnamese people prioritize using Vietnamese goods"; promote economic, trade and investment cooperation between the two countries.
On this occasion, Vietnam National Shipping Lines (VIMIC) donated 5,000 USD to the Fund of the Vietnamese Students Association in Spain for community activities; Vietnam Oil and Gas Group donated Vietnamese language textbooks and books to the community for 3 years according to actual needs.
