Deputy Minister of Finance Cao Anh Tuan has signed and issued a Circular amending and supplementing a number of articles of the Circulars of the Minister of Finance regulating fees and charges. Accordingly, compared to before, the new Circular re-regulates the areas (only 2 areas), determined by administrative boundaries. In which, area I includes: Hanoi City, Ho Chi Minh City including all communes and wards under the city regardless of inner city or suburbs, except for special zones under provincial level. Area II includes: Special zones under provincial level in area I and other provinces and centrally run cities outside area I.
Notably, the Circular adjusts the fee for granting registration certificates and license plates for each region. Accordingly, passenger cars with 9 seats or less (including pick-up cars) are 20 million VND for region I and 200,000 VND for region II.

Thus, people in Ba Ria - Vung Tau and Binh Duong provinces (old) after merging with Ho Chi Minh City will have to pay a first-time car registration fee of up to 20 million VND (except for Con Dao special zone). Meanwhile, centrally-run cities (except Hanoi and Ho Chi Minh City) and provincial cities and towns include all wards and communes in cities and towns, regardless of inner-city wards, inner-city or suburban communes (area II according to the old Circular); the fee is applied uniformly at only 200,000 VND (previously, these areas applied a fee of 1 million VND).
For motorcycles, vehicle registration certificate fees are divided according to the vehicle value as follows:
Vehicles worth up to 15 million VND: Fee of 1 million VND for area I, 150,000 VND for area II. Compared to before, the fee in centrally-run cities (except Hanoi , Ho Chi Minh City) and provincial cities and towns (area II according to the old Circular) has decreased by 50,000 VND, from 200,000 VND to 150,000 VND.
Vehicles worth from 15 - 40 million VND: Fee of 2 million VND for area I, 150,000 VND for area II. Compared to before, the fee in centrally-run cities (except Hanoi, Ho Chi Minh City) and provincial cities and towns (area II according to the old Circular) has decreased by 250,000 VND, from 400,000 VND to 150,000 VND.
Vehicles worth over 40 million VND: Fee of 4 million VND for area I, 150,000 VND for area II. Compared to before, the fee in centrally-run cities (except Hanoi, Ho Chi Minh City) and provincial cities and towns (area II according to the old Circular) has decreased by 650,000 VND, from 800,000 VND to 150,000 VND.
In addition to the change in fees, from the beginning of July 2025, individuals and organizations will also be able to register their vehicles at the commune-level police in the province or city after the merger.
