Accept old address in customs records during administrative unit arrangement phase

On July 3, the Customs Department issued an urgent document guiding its subordinate units on customs procedures in the context of the restructuring of provincial and commune-level administrative units. This document aims to ensure that customs clearance of goods and means of transport takes place smoothly and without interruption due to changes in administrative boundaries.

According to the instructions, during the time when businesses and organizations have not completed the procedures for changing address information, customs declarants can still use the documents with the old address (before the rearrangement) in the set to carry out import-export and transit procedures. These documents include: business registration certificate, commercial invoice, bill of lading, contract, packing list, certificate of origin (C/O), license, specialized inspection certificate and other related documents.

The customs authority, when examining the dossier, will accept documents with old address information and will not require the customs declarant to re-submit documents with the new address until the enterprise completes the information update according to the administrative unit rearrangement plan.

However, the customs declarant is responsible for carrying out the procedure for changing information according to the administrative unit rearrangement plan and notifying the customs authority according to the provisions of .

Leaders of regional customs branches are required to direct and thoroughly inform all officers and civil servants in the unit to strictly follow the above instructions, absolutely not allowing any situation to cause difficulties, inconvenience or harassment to businesses during the customs clearance process.
