Flexible work schedule
In My Chanh Hoa commune, Vice Chairman of the Commune People's Committee and Director of the Center for Public Service Bui Van Da said: The center currently has 6 civil servants, 1 director, and 1 deputy director. To ensure support activities and guidance for people coming to complete procedures, the Commune Party Committee has assigned 3 more part-time staff to receive people. Right before officially going into operation, the commune organized a test run of the system, fully arranged equipment, machinery, and arranged workplaces for officials and civil servants.
On the first day of implementation, some staff had difficulty logging into the system due to technical errors. However, on the second day, the problems were resolved. The central system operated stably. On average, My Chanh Hoa Commune’s Center for Public Administration of Civil Judgments received about 10 certified documents per day. The remaining areas are continuing to be updated and implemented.
“At first, we were confused because of the large amount of work and many new areas. But with the spirit of coordination and mutual support, the civil servants flexibly regulated the work, ensuring effective service to the people. After 2 days of operation, people coming to do procedures were all happy and cooperative, with no complaints of inconvenience,” Mr. Da shared.
At the Nhuan Phu Tan Commune Public Service Center, in the first two days, the center received about 100 citizens coming to resolve administrative procedures. Most of the civil servants here were transferred from other communes and had never worked in a “one-stop shop” before, so they encountered many difficulties in approaching the new job. However, the spirit of openness and responsibility helped the cadres and civil servants quickly get used to the task.
Vice Chairman of Nhuan Phu Tan Commune People's Committee and Director of the Center for Public Service Tran Van Huan said: The Center is facing difficulties in logging into the national public service system. At the same time, the civil status sector has not been decentralized to the commune level, so it is not possible to process online records. Currently, the center is still receiving records and contacting people to complete procedures when the decentralized system is fully updated.
“We recommend that the superior agency soon synchronize and upgrade the national common operating system, integrate with the national database to ensure that civil servants and citizens can log in and process records conveniently, avoiding causing trouble,” Mr. Huan proposed.
Civil servant Le Thi Hong Thuong, in charge of the judicial sector at the Nhuan Phu Tan Commune Public Service Center, said: “Some people cannot log in to the public service system. However, we still guide people to do the procedures directly and receive documents as usual.”
Currently, the Commune-level Public Administration Center is implementing about 300 procedures in 11 areas, nearly 3 times more than before. Despite the increased workload, civil servants still try to approach quickly, learn while working, and have not recorded any cases of complaints from the people.
Mr. Le Van Cuong, a teacher at Nguyen Van Banh Primary School, came to the Nhuan Phu Tan Commune Cultural Center to complete exit procedures to travel to Cambodia from July 10-13, 2025. He shared: "I waited until the new government was in operation to come and complete the paperwork, and was enthusiastically guided by the officials and the Commune Party Committee."
Mr. Tran Van Huan added: “After receiving Mr. Cuong’s application, we quickly processed it and transferred it to the specialized department to immediately resolve it for the people. Because this is a new field that has been decentralized to the commune.” Similarly, Mr. Bui Minh Thanh (Thanh Nam hamlet, Nhuan Phu Tan commune) came to apply for a job and was given specific and complete instructions at the center. Mr. Thanh was very satisfied with the way the staff worked.
Step by step overcoming difficulties
Hung Khanh Trung Commune is a new commune reorganized from the merger of 3 communes: Hung Khanh Trung A (old Mo Cay Bac district), Hung Khanh Trung B and Vinh Hoa (old Cho Lach district, Ben Tre province).
According to Secretary of the Party Committee of Hung Khanh Trung Commune, Vo Tuan Thong, from the first days of operation, the Party Committee has assigned tasks to each cadre in charge of specific work to grasp the contents and directly perform operations at each step to promptly guide and support when people and businesses come to carry out procedures.
After 2 days of operating the new apparatus, the sense of responsibility of the comrades in the Party Committee of the commune has been unified. The assigned cadres have promoted their roles and responsibilities well. The old cadres have supported the new cadres to promptly resolve all arising procedures.
In addition, the commune government also focuses on information and propaganda work on radio channels, social networks, Zalo groups of hamlets, and self-governing people's groups so that local people clearly understand the addresses of the headquarters of the new commune government agencies for convenient contact when needed.
Talking to Ms. Nguyen Thi Chi, a resident of Tan Nhon Hamlet, Hung Khanh Trung Commune, who came to the Commune Cultural and Information Center to get instructions on how to make a birth certificate for her child, she said: “I was enthusiastically guided by the commune officials in carrying out the procedures here. Since the merger of the province, the activities of the local government have continued normally, without interruption.”
However, in the early stages of operation, the commune's facilities, technical infrastructure, and the people's ability to access information technology still had certain difficulties.

According to Vice Chairman of the People's Committee, Director of the Center for Public Service of Hung Khanh Trung Commune Nguyen Van Hai, the location of the center is the former headquarters of the People's Committee of Hung Khanh Trung A Commune. Although the headquarters is located on the main road, relatively convenient for people to access services, the area is relatively narrow, so it is still limited when serving people coming to contact public services.
The Commune People's Committee has proactively expanded the space of the previous public reception area to arrange a new center, with a guidance desk, seats for people, and a kiosk to access public administrative services. The Commune People's Committee has arranged 5 commune officials in charge of various fields to receive people's documents. At the same time, the commune has requisitioned the previous team of part-time commune-level officials to guide people in performing online public service operations.
“With the initial limitations in the local technical infrastructure, the Party Committee of Hung Khanh Trung commune will continue to lead and direct the Center for Administrative Procedure Reform to effectively implement the tasks in the coming time, with the spirit of resolving the fastest, most economical, and most convenient tasks for people and businesses in accordance with the provisions of law, without leaving any backlog of documents,” informed Vo Tuan Thong, Secretary of the Party Committee of Hung Khanh Trung commune.
From the actual records, it is shown that the model of TTPVHCC at the commune level in the 2-level government apparatus is showing initial effectiveness. With a proactive and open-minded spirit, local officials and civil servants are making efforts every day to perfect the process, improve service quality, aiming at the goal of taking people's satisfaction as the center of administrative reform. |
