This proposal was made by the Ministry of Agriculture and Environment in a document signed by Deputy Minister Le Minh Ngan on July 2 and sent to the People's Committees of provinces and cities.

The Ministry requires provinces and cities to complete the records of administrative boundaries at the provincial level (province, city) and commune level (commune, ward, special zone) after the arrangement. The results of the records after determination must be sent to the Ministry of Agriculture and Environment before July 10.
The Ministry of Agriculture and Environment also requested provinces and cities to direct and complete the results of the 2024 land inventory at the commune and provincial levels after the administrative unit arrangement. This must be completed and the results submitted to the ministry before August 20. If there are any problems during the implementation process, the agency requests that provinces and cities immediately report them for consideration and guidance.
Previously, in mid-May, the Ministry ordered a halt to provincial land inventories until the new administrative boundary arrangement was completed.
According to the National Assembly's resolution on the arrangement of provincial-level administrative units, from July 1, 2025, the country will reduce from 63 to 34 provinces and cities. 11 provinces and cities will maintain their current status, including: Hanoi , Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh and Cao Bang.
At the same time, the number of commune-level administrative units nationally will be reduced to 3,321 communes, wards, and special zones, according to the decision of the National Assembly Standing Committee. District-level administrative units including cities, provincial towns, cities of cities, and national towns have been dissolved.
