Delivery businesses are forced to proactively adapt, flexibly "translate" addresses, and accurately classify to ensure delivery to the right person, right place, and on time.

“When ordering online, I still write Phung Chi Kien ward, Bac Kan city, not the new address of Bac Kan ward because I am afraid the goods will be lost” - Ms. Nong Thi Ngoc Thuy, a resident of Bac Kan ward, shared when filling in the delivery address online.

Not only Ms. Thuy, many people in localities that have just merged communes and wards are still using the old administrative address in orders, documents and electronic transactions. This habit causes many difficulties for delivery units in classifying and coordinating goods.

From July 1, 2025, the whole country will reorganize administrative units and organize two-level local government. A series of familiar place names have been merged or renamed. This change entails adjusting the names, administrative codes and areas of communes, wards and provinces.

However, on thousands of packages every day, units such as: Vietnam Post , Viettel Post, Economy Delivery, SPX Express... still receive the old address.

"The change of administrative unit name does not affect the delivery process much. Most of the orders we currently receive for delivery have the old address, but before delivery, they are classified at the warehouse and divided into zones on the computer. Some orders with updated new addresses are also zoned, so most of them are on the right route," said Mr. Pham Van Hung, an employee of SPX Express Thai Nguyen .

To overcome the “address gap” after the merger, postal businesses have quickly deployed technology solutions that combine people.

Vietnam Post Corporation has proactively deployed a series of synchronous solutions to ensure uninterrupted services, unaffected people and no additional costs in the context of administrative boundary changes from July 1, 2025.

Ms. Ha Thi Hien, Director of Bac Kan Post Office: We still maintain the current address list in the operating systems of the Corporation in general and Bac Kan Post Office in particular. Customers can use both the old and new addresses in parallel. The collection, exploitation, transportation and delivery network in communes and wards is still maintained as it is to ensure stable operations.

According to Mr. Vu Thuong Tin, Deputy Director of Delivery - Viettel Post Thai Nguyen Branch: In the initial stage after the merger, our system often runs in parallel with 2 addresses (old name - new name). In addition, customers creating online orders will have to choose from a list of standardized administrative boundaries, so errors from the input will be limited. We also provide direct human resources at communes and wards during the transition period, synchronously connect the technology system, establish temporary regulations, conduct field surveys and expand public service agents at post offices, and reach out to people. Thanks to that, the delivery ensures that the postal - public logistics service is not interrupted.

However, according to Viettel Post representative, some difficulties in the delivery service "after" merging administrative units can be pointed out, such as: Positioning errors, wrong leading to wrong warehouse classification, incorrect addresses causing orders to be processed slowly, confusion between old and new communes, and even lack of initial coordination from local authorities.

The effective solution to ensure smooth delivery services at this time lies in the coordination between people - businesses - local authorities.

Commune/ward authorities need to proactively disseminate and request residential groups and village chiefs to inform them about the new name. At the same time, e-commerce platforms such as Shopee and Lazada also need to update their address databases according to the new administrative areas.

To maintain the delivery operation rhythm during the transition period, not only do businesses need to be proactive and flexible in adjusting, but they also need to make synchronous changes: from people's address filling habits to the proactive and coordinated efforts of local authorities. This will help the delivery service operate smoothly, effectively support production and business, and better serve people and public administration activities.
